The parsissaet were local Greenlandic councils created by the Royal Greenland Trading Department (KGH) in 1857. They were sometimes translated as local councils or guardian councils.
1840 Commission
In 1840, a government commission investigating the Greenland trade issued a report proposing that the KGH be operated on a non-profit basis, reïnvesting any surplus towards benefiting the native Greenlanders; this was accepted, although the company reserved the right to interest on the government's investment into Greenland. The prices paid for native goods – principally sealskins and whale blubber– were raised and expenditures on education (two teacher training colleges and scholarships for study in Denmark) and health care (an additional doctor) increased.
Parsissaet established
The parsissaet, headed by the local Lutheran priest and KGH factor and composed of appointed Greenlanders, were established experimentally in 1857 and permanently in 1861. The councils were granted control of one-fifth of the area's profits and in exchange took over poor relief, which had previously been the responsibility of the KGH. Profits left unspent by the parsissaet were divided among the local Inuit hunters on the basis of their catch.
Local councils (Hebrew:מועצה מקומית, Mo'atza Mekomit) are one of the three types of local government found in Israel, the other two being cities and regional councils. There are 265 local councils in Israel.
History
Local council status is determined by passing a minimum threshold, enough to justify operations as independent municipal units, although not large enough to be declared a city. In general this applies to all settlements of over 2,000 people.
The Israeli Interior Minister has the authority of deciding whether a locality is fit to become a municipal council (a city). The minister is expected to listen to the wishes of the residents of the locality in question, who may wish the locality to remain a local council even after achieving the requirements for a city (e.g. Ramat HaSharon, which did not become a city until 2002 due to its residents wanting to preserve its image as a small town), or a part of an regional council despite having achieved the criteria for a local one. Local councils also have an important role in town planning.

Have you ever wondered what your local district, borough or city council does compared to the county council? Do you understand where your council tax goes and what it's spent on? Have you questioned what a parish-tier council is responsible for?
It can get confusing because the levels of local government and different councils can overlap in the services that they offer. This video has been made by Chelmsford City Council to explain what the city council is responsible for in comparison to Essex County Council and the local parish councils.

Many people are attracted to work for councils because they want to serve the community and help people. People in the public sector are often paid less than people with similar abilities in the private sector, but some claim to get more satisfaction from their work.
MAKING DECISIONS & CONSULTATION: People sometimes complain that democratic decision-making takes too long because too many people have to be consulted. But on the other hand is the quality of those decisions better? Do people on the street feel that their voices are heard? Cornwall put in a bid to become a world heritage site, involving large sums of money -- but how much say did residents have?
MEASURING SUCCESS: Private sector businesses measure their success in terms of how much money they make. In the public sector it's not so straightforward. Councils are judged by the quality of their services they provide -- a much harder thing to quantify. Some people think they're not getting value for money from their taxes.
PERFORMANCE INDICATORS: The council tries to measure their effectiveness using performance indicators -- what are these? Do the performance indicators measure the right things? How do you measure what care workers do? Is there a danger of spending more time on measuring work than actually doing it?
PERCEPTION & REALITY: Councils often get a bad press. And many residents feel they're not getting value from the taxes they pay. In particular social services are often attacked publicly when things go wrong. And form-filling and procedures are the bane of many council workers' lives. But despite the problems, many of the people who work for the council feel they are making a real difference both to their community and to society as a whole.

Australia Israel and Jewish Affairs Council's Ahron Shapiro says local councils embarrass themselves when they get involved in areas outside their purview, like foreign policy.
The remarks come after the Yarra City Council in Melbourne's inner-city passed a resolution this week to stand in solidarity with the Palestinian people; criticising Israel for its "occupation" in the conflict.
"Local councils just shouldn't involve themselves with foreign policy issues and it's kind of embarrassing and also annoying at the same time, but it reflects very poorly on them," he told Sky News host Cory Bernardi.

Make sure your vote counts and have your say in the upcoming local council elections, with ballot packs sent out from Monday 7 October.
In your ballot pack, you will receive:
• a ballot paper for your ward or council
• voting instructions in English and 20 other languages (in all metro areas and some regional areas)
• statements from the candidates
• a ballot paper envelope
• a reply-paid envelope.
Make sure your vote counts by following these instructions carefully and returning your completed ballot before 6pm Friday 25 October.

May elections in nine council areas have been postponed for one year amid the reorganisation of local government in England, Angela Rayner has said.
The Deputy Prime Minister has also invited all 21 two-tier areas – which have both county and district councils – to submit proposals to reorganise themselves into single “unitary” authorities.
The Liberal Democrats said the move was a “disgraceful stitch-up” while Reform UK leader Nigel Farage accused the Government of “sheer cowardice”.

Local government is a massive part of the UK economy -- but why is it there? What does it do? This film goes inside Cornwall County Council to find out.
THE LOCAL COUNCIL: A local council may appear similar to a private business. It employs people. who undertake many of the same functions as a private business. But councils don't have to make a profit. And they have to provide a wide array of services, from looking after the elderly to maintaining the roads. Private businesses have shareholders and are run by directors on their behalf. Councils have councillors who are elected by local people and the council is accountable to the public for its actions.
AIMS & OBJECTIVES: Private businesses aim to make profits. Historically local government has set out to improve people's lives. Many people are attracted to work for councils because they want to serve the community and help people. People in the public sector are often paid less than people with similar abilities in the private sector, but some claim to get more satisfaction from their work.
MAKING DECISIONS & CONSULTATION: People sometimes complain that democratic decision-making takes too long because too many people have to be consulted. But on the other hand is the quality of those decisions better? Do people on the street feel that their voices are heard? Cornwall put in a bid to become a world heritage site, involving large sums of money -- but how much say did residents have?
MEASURING SUCCESS: Private sector businesses measure their success in terms of how much money they make. In the public sector it's not so straightforward. Councils are judged by the quality of their services they provide -- a much harder thing to quantify. Some people think they're not getting value for money from their taxes.
PERFORMANCE INDICATORS: The council tries to measure their effectiveness using performance indicators -- what are these? Do the performance indicators measure the right things? How do you measure what care workers do? Is there a danger of spending more time on measuring work than actually doing it?
PERCEPTION & REALITY: Councils often get a bad press. And many residents feel they're not getting value from the taxes they pay. In particular social services are often attacked publicly when things go wrong. And form-filling and procedures are the bane of many council workers' lives. But despite the problems, many of the people who work for the council feel they are making a real difference both to their community and to society as a whole.

Cumberland City Councillor Steve Christou discusses an anti-Israel motion introduced by the Greens to the Inner West City Council.
“There is no place in local councils for this kind of activism,” Mr Christou told Sky News host Chris Kenny.
“People expect their roads, their rubbish, their potholes to be filled, their streets to be cleaned, not debating issues for 5 hours about the Middle East that will not affect the residents whatsoever.”
Australia Israel and Jewish Affairs Council's Ahron Shapiro says local councils embarrass themselves when they get involved in areas outside their purview, like foreign policy.
The remarks come after the Yarra City Council in Melbourne's inner-city passed a resolution this week to stand in solidarity with the Palestinian people; criticising Israel for its "occupation" in the conflict.
"Local councils just shouldn't involve themselves with foreign policy issues and it's kind of embarrassing and also annoying at the same time, but it reflects very poorly on them," he told Sky News host Cory Bernardi.
In a recent Burlington city council meeting, a pro-Israel supporter unintentionally mentioned a Gaza genocide in a Freudian slip.
Despite the admission, the council voted against adopting a formal pledge calling for a ceasefire in Gaza.
The incident occurred during a special meeting, adding a unique twist to the proceedings.

A call for peace has turned into a call for resignation in a central Ohio city council. Leaders with the Columbus Jewish Community Relations Council are calling for the Hilliard City Council President to resign after a resolution calling for peace in Gaza on the first day of Passover, one of the holiest days in the Jewish faith.
