Is Canada’s international student program broken?
Many post-secondary schools have boosted international enrolment in recent years because provincial funding for colleges and universities has declined. But officials are calling out “bad actors” who they say mislead students about the real cost of living and “puppy mill” schools that don’t provide a quality education.

Canada announces cap on international students for next 2 years: Miller
Over the next two years, Canada will reduce the intake of international students, Immigration Minister Marc Miller revealed on Monday, during a Liberal cabinet retreat.
“The cap is expected to result in approximately 364,000 approved study permits — a decrease of 35 per cent from 2023,” Miller said during the announcement.
The cap will not apply to students at graduate levels of studies, including master’s and doctoral students. Those looking for study permit applications at the elementary and secondary school levels will also be exempt.
“These measures are not against individual international students, they are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for," he added.

B.C's international students weigh in on Canada's decision to cap new international student permits
According to the province, 175,000 international students, coming from more than 150 different countries study at public and private colleges. That number is set to drop following Ottawa's new two-year cap on international student study permits. B.C. Post-Secondary Education Minister Selina Robinson has found instances of what she called “poor-quality education” and a lack of instructors. Our Jon Hernandez went out to learn more from the very people at the heart of this story — students.
