An international branch campus (IBC) is a form of international higher education whereby one or more partnering institutions establishes a physical presence in a foreign location for the purpose of expanding global outreach and student exchange. Generally named for their "home" institution and offering undergraduate and graduate programs, graduating students are conferred degrees from one or all partnering institutions, dependent on the agreement. Instruction most often occurs in properties owned or leased by the foreign institution, sometimes with a local partner, and may also include additional services and facilities to mirror Western universities. IBCs are delivered in many formats and currently exist all over the world. As a relatively new method of delivering post-secondary education, IBCs have been deemed successful and yet face continual criticism.
Background
While the internationalization of higher education is considered a contemporary phenomenon, it has a variety of historical roots. During the colonial era, the practice of setting up "branch" institutions in foreign countries or sponsoring schools in the colonies was commonplace, serving the most basic purposes characteristic of the period. This practice continued into the nineteenth century by American Protestant missionaries, who established colleges grounded in the U.S. model in countries such as Egypt, Turkey and Lebanon, practices from which the American University of Beirut was founded. In a broader sense, higher education institutions have long held global orientations, in that they served international students, employed professors from different countries, and functioned chiefly in the common language of Latin.
A satellite campus or branch campus is a campus of a college or university that is physically at a distance from the original university or college area. This branch campus may be located in a different city, state, or country, and is often smaller than the main campus of an institution. The separate campuses may be under the same accreditation and share resources or they share administrations but maintain separate budgets, resources, and other governing bodies.
In many cases, satellite campuses are intended to serve students who cannot travel far from home for college because of family responsibilities, their jobs, financial limitations, or other factors. The availability of branch campuses may increase higher education enrollment by nontraditional students.
Electronic communications technology has helped to facilitate the operation of satellite campuses. Classes taught at one campus can be transmitted to other locations via distance education, students at branch campuses can access library materials on the main campus electronically, and technology allows institutions to administer registration, admissions, and financial aid transactions remotely.
IBCs have increased tremendously due to a direct response to developing human capacity in countries that have fallen behind in the Human Development Index.

Opportunities in international university branch campuses - a focus on emerging markets
The number of international branch campuses have increased in recent years. The macro tailwinds for international student mobility remain attractive. On the back of increasing affluence, growing aspirations for a foreign degree and a poor quality local provision, there is increasing demand for international, high-quality higher education to be delivered from a range of source countries into emerging markets. Recent regulatory changes and a maturing market have led universities to explore other avenues for internationalisation and revenue diversification, of which expansion into foreign branch campuses have become a prime model for consideration. This merits a deeper understanding of the benefits, operating models and key success factors for using this model to expand internationally, both ...

IBCs have increased tremendously due to a direct response to developing human capacity in countries that have fallen behind in the Human Development Index.
Join Stephanie Kim, Ph.D., faculty director for the master's in Higher Education Administration at Georgetown University School of Continuing Studies, and Amol Dani, VP and CFO of Georgetown University, as they discuss international branch campuses.
International branch campuses are outposts of the home campuses of universities. These are not to be confused with franchising arrangements since they are truly entities that are managed, controlled and owned by the university in their home location.
Typically the government of the country invites a university to start branch campuses in their country. These are countries that have typically imported skills from outside and where women are either unable or unwilling to travel to get an education abroad.
Since opening it's location in Qatar, Georgetown graduated more than 300 students who have worked in almost all different sectors of the economy. Some have even gone on to pursue graduate studies.
In Focus is filmed at Georgetown University's School of Continuing Studies and brings together professors, faculty members, guest lecturers, and thought leaders to engage in conversations that range from leadership to technology and beyond.

-Which operating models have been observed?
