The General Synod is the deliberative and legislative body of the Church of England. The synod was instituted in 1970, replacing the Church Assembly, and is the culmination of a process of rediscovering self-government for the Church of England that had started in the 1850s.
Church Assembly: 1919 to 1970
Before 1919, any change to the Church's worship or governance had to be by Act of Parliament, which resulted in little being done. In 1919, the Convocations of the Provinces of Canterbury and York adopted the constitution of the National Church Assembly proposed by the Representative Church Council and presented it to the King as an appendix to an address thus obtaining legal recognition of the Assembly.
By means of the Church of England Assembly (Powers) Act 1919 Parliament then gave the Assembly power to prepare Measures which, once presented to Parliament and approved by a special procedure (see below), were to "have the force and effect of an Act of Parliament" on "any matter concerning the Church of England", and included the power to repeal or amend Acts of Parliament concerning the Church. The preparation of such measures lay mainly with a joint Legislative Committee of the three houses of the Assembly and this Committee negotiated with the parliamentary Ecclesiastical Committee to reach an agreed form.
In religious organizations, the laity consists of all members who are not a part of the clergy, whether they are or are not members of religious institutes, e.g. a nun or lay brother.
In Christian cultures, the term lay priest is sometimes used in the past to refer to a secular priest, a diocesan priest who is not a member of a religious institute. Terms such as lay priest, lay clergy and lay nun were also once used in Buddhist cultures to indicate ordained persons who continued to live in the wider community instead of retiring to a monastery.
In the context of specialized professions, the term lay is often used to refer to those who are not members of that profession.
The word lay derives from the Anglo-French lai (from Late Latinlaicus, from the Greekλαϊκός, laikos, of the people, from λαός, laos, the people at large).

Anyone who is not a bishop, priest, or deacon in the Church. In the Anglican tradition, all baptized persons are expected to minister in Christ's name. The orders of ministry are thus laypersons, deacons, priests, and bishops.

In a meeting yesterday held in Kampala, COU heads of Laity called upon churches to acquire land titles. This follows so many cases of land grabbing across the country arising.
The meeting was chaired by John Tereraho the provincial head of laity and Rev Canon Captain William Ongeng the provincial secretary who also presented the Archbishop's message to the house of laity.
