[Singapore Parliament] Strengthening Mental Health Support (Nadia Ahmad Samdin)
I am very passionate about mental health in Singapore, and firmly believe that Singapore should take more proactive measures to become a society that is better equipped to address mental health concerns.
During this parliament sitting, I emphasised the pressing nature of this mission. I called for improved access to and affordability of mental health services, and I suggested a collaboration between the government and the private sector to encourage the development of more affordable mental health insurance options.
I also stressed upon the importance of creating a more inclusive society that embraces individuals dealing with mental health challenges, especially with regards to equal opportunities for jobs. I also raised the question of how we can redesign social support programs to off...

Today, we delve into the recent debates surrounding proposed amendments to Singapore's Mental Health (Care and Treatment) Act (MHCTA). Ms. He Ting Ru, a Member of Parliament for Sengkang GRC, expressed reservations regarding the potential consequences of these amendments. Her concerns were met with reassurances from Ms. Josephine Teo, the Second Minister for Home Affairs (MHA), who emphasized the government's commitment to safeguarding the rights of individuals with mental health conditions while ensuring public safety.
The proposed amendments to the MHCTA aim to empower the police to apprehend individuals with mental health conditions deemed hazardous to themselves or others. This amendment grants the police the authority to facilitate the transfer of these individuals for medical treatment, rather than arresting them, thus avoiding unnecessary incarceration.
Ms. He raised valid concerns during the parliamentary debate, particularly regarding the threshold for apprehension under the amended MHCTA. She highlighted the shift from a condition of "reasonably imminent risk" to one of "reasonable likelihood," expressing worries about the potential stigma against individuals with mental health conditions.
She also sought clarification on the recourse available to individuals who believe they have been wrongly detained or subjected to excessive force or trauma. Her concerns were rooted in a recent High Court judgment, notably the Mah Kiat Seng case, where discrepancies were found between police statements, evidence, and medical reports.
In response to Ms. He's concerns, Ms. Teo reiterated the government's commitment to destigmatizing mental health conditions and ensuring the well-being of individuals with mental health issues. She clarified that police involvement under the MHCTA is aimed at preventing harm and facilitating medical assessment, rather than punitive measures.
Ms. Teo also addressed concerns about police conduct, emphasizing accountability measures such as the use of body-worn cameras by ground response force officers. She assured that any misconduct or abuse of power would be met with appropriate disciplinary action, including criminal prosecution if warranted.
The debate underscores the delicate balance between public safety and the rights of individuals with mental health conditions. While the amendments aim to enhance public safety, it's crucial to ensure that safeguards are in place to protect the rights and dignity of all individuals, including those with mental health issues.

I also raised the question of how we can redesign social support programs to offer more tailored assistance to those facing mental health issues.
Additionally, I expressed my concerns about gig workers in the entertainment industry, questioning when they can safely return to work as COVID-19 transitions into an endemic phase.
These issues are of utmost importance, and I am fully committed to working towards a more mentally healthy and inclusive society for all Singaporean citizens.

Recently, a video surfaced on TikTok capturing a rather intense moment involving law enforcement in Singapore. The footage shows officers sawing through a metal gate to gain entry into a Housing and Development Board (HDB) flat located at Block 57 Lengkok Bahru. Sparks fly as they work to breach the gate, eventually gaining access to the unit.
Now, this incident took place on April 17th, around 8 a.m. at Block 57 Lengkok Bahru. It all started when the Singapore Police Force received a call for assistance at 7:50 a.m. on the same day. Upon arrival, officers were met with a concerning situation: a 59-year-old man had barricaded himself inside his residential unit.
Recognizing the potential danger posed by the situation, the police quickly mobilized resources to address it. Teams from the Special Operations Command, Crisis Negotiation Unit, and Singapore Civil Defence Force were deployed to the scene, highlighting the coordinated response to such incidents in Singapore.
After hours of careful assessment and negotiation, the authorities managed to breach the unit and gain entry at approximately 10:50 a.m. Importantly, no injuries were reported during the operation, which is a testament to the professionalism and restraint exercised by the law enforcement personnel involved.
Following the successful intervention, the focus shifted to addressing the underlying issues at hand. The 59-year-old man was apprehended under the Mental Health (Care and Treatment) Act 2008, underscoring the importance of mental health considerations in such cases. It's crucial to approach situations involving individuals in distress with empathy and understanding, prioritizing their well-being and safety.
But that's not all. In a concerning development, it was revealed that the man is currently under investigation by the Central Narcotics Bureau for a drug-related offense. This adds another layer of complexity to the situation, highlighting the interconnected nature of social issues such as mental health and substance abuse.
Now, let's take a moment to reflect on what we've discussed. This incident serves as a stark reminder of the challenges faced by law enforcement when dealing with mental health crises. It also underscores the importance of community support and resources in addressing such issues proactively.
