The process of expanding the European Union (EU) through the accession of new member states began with the Inner Six, who founded the European Economic Community (the EU's predecessor) in 1958, when the Treaty of Rome came into force. Since then, the EU's membership has grown to twenty-eight, with the latest member state being Croatia, which joined in July 2013.
Currently, accession negotiations are under way with several states. The process of enlargement is sometimes referred to as European integration. This term is also used to refer to the intensification of co-operation between EU member states as national governments allow for the gradual harmonisation of national laws.
To join the European Union, a state needs to fulfil economic and political conditions called the Copenhagen criteria (after the Copenhagen summit in June 1993), which require a stable democratic government that respects the rule of law, and its corresponding freedoms and institutions. According to the Maastricht Treaty, each current member state and the European Parliament must agree to any enlargement.

20 years after EU's Eastern Enlargement: was it an economic success?
In 2004, the EU made its boldest foreign policy move to date. The bloc took in 10 new member countries, many of them were former Soviet states. A critical step to unifying Europe, it was an economic gamble. We asked economist Zuzana Zavarska at the Vienna Institute for International Economic Studies (wiiw) if it paid off.

EU enlargement: What are the limits? • FRANCE 24 English
The war in Ukraine has forced a major rethink of European security, with further enlargement of both NATO and the EU now on the table. Kyiv has asked for a fast-track procedure for EU membership. Moldova and Georgia have also applied. The EU has made it clear that Ukraine belongs to the European family. However, admitting several more nations would be highly challenging. And even before the war, the EU was already negotiating with candidate countries Albania, the Republic of North Macedonia, Montenegro, Serbia and Turkey. We discuss how far the EU should grow, and how fast that process should be, with two MEPs.

Vladimir Putin’s land grab has catapulted EU expansion back to the top of Europe’s agenda. For the first time in decades, EU leaders are pushing for the bloc to grow. But the countries in line to enter the EU are poorer than those already in the Union. And many Europeans worry that enlargement will threaten their livelihoods. In this episode, we investigate whether the EU can really afford to expand and who the winners and losers of EU enlargement could be.

The European Union must be ready to admit new member states by 2030, said European Council President Charles Michel.
Michel stated that the six Western Balkan states—Albania, Bosnia, Kosovo, Montenegro, North Macedonia, and Serbia—must enact reforms to ensure an independent judiciary, combat organized crime and corruption, and align their foreign policy with EU member states in order to join the bloc.
Albanian Prime Minister Edi Rama expressed gratitude to Charles Michel.
Serbia's Prime Minister, Ana Brnabic, welcomed the prospect of establishing a timeframe hoping for a faster process.
Besides the Balkan states, Charles Michel mentioned some countries like Ukraine and Moldova could become new EU members by 2030.
