Report on the Affairs of British North America
The Report on the Affairs of British North America, commonly known as the Durham Report, is an important document in the history of Quebec, Ontario, Canada and the British Empire.
The notable British Whig politician John George Lambton, 1st Earl of Durham, was sent to the Canadas in 1838 to investigate and report on the causes of the rebellions of 1837–38. Durham arrived in Quebec City on 29 May. He had just been appointed Governor General and given special powers as high commissioner of British North America.
On the first page of his report he stated that "While the present state of things is allowed to last, the actual inhabitants of these Provinces have no security for person or property--no enjoyment of what they possess--no stimulus to industry." He would return to that theme repeatedly throughout his report.
Enquiry
In Upper and Lower Canada, he formed numerous committees consisting of essentially all the opponents of the Patriotes and made many personal observations of life in the colonies. He also visited the United States. Durham wrote that he had assumed he would find that the rebellions were based on liberalism and economics, but he eventually concluded that the real problem was the conflict between the traditionalistic French and the modernizing English elements. According to Durham, the French culture in Canada had changed little in 200 years, and showed no sign of the progress British culture had made. His 1838 report contains the famous assessment that Lower Canada consisted of "two nations warring within the bosom of a single state".

Durham (electoral district)
Durham (formerly known as Clarington—Scugog—Uxbridge) is a federal electoral district in Ontario, Canada, that has been represented in the House of Commons of Canada from 1904 to 1968, and since 1988.
Its first iteration was created in 1903 from Durham East and Durham West ridings. It consisted of the county of Durham.
The electoral district was abolished in 1966 when it was merged into Northumberland—Durham ridings.
It was recreated in 1987 from parts of Durham—Northumberland and Ontario ridings.
The second incarnation of the riding was initially defined to consist of the Town of Newcastle, the townships of Scugog and Uxbridge, Scugog Indian Reserve No. 34, the part of the City of Oshawa lying north of Rossland Road and the allowance for road in front of lots 1, 2, 3 and 4, Concession 3, and the part of the Town of Whitby lying north of Taunton Road.
In 1996, it was redefined to consist of the Township of Scugog, Scugog Indian Reserve No. 34, the Town of Clarington, and the part of the City of Oshawa lying north of a line drawn from west to east along Taunton Road, south along Ritson Road North, east along Rossland Road East, south along Harmony Road North, and east along King Street East.

At the height of it’s territorial control, a little over 100 years ago, the British Empire covered one quarter of the globes land mass and ruled almost a third of the world’s population. It was ‘the empire on which the sun never set’.
But how did such a small island nation become the largest and most powerful empire the world has ever seen? This is the history of the British Empire.
During the Age of Discovery in the 15th and 16th centuries, Portugal and Spain pioneered European exploration of the globe, and in the process established large overseas empires. Envious of the great wealth these empires generated, England, France, and the Netherlands began to establish colonies and trade networks of their own in the Americas and Asia. A series of wars in the 17th and 18th centuries with the Netherlands and France left England (Britain, following the 1707 Act of Union with Scotland) the dominant colonial power in North America. Britain became the dominant power in the Indian subcontinent after the East India Company's conquest of Mughal Bengal at the Battle of Plassey in 1757.
The American War of Independence resulted in Britain losing some of its oldest and most populous colonies in North America by 1783. British attention then turned towards Asia, Africa, and the Pacific. After the defeat of France in the Napoleonic Wars (1803–1815), Britain emerged as the principal naval and imperial power of the 19th century and expanded its imperial holdings. It pursued trade concessions in China and Japan, and territory in Southeast Asia. The "Scramble for Africa" and "Great Game" also ensued. The period of relative peace (1815–1914) during which the British Empire became the global hegemon was later described as Pax Britannica (Latin for "British Peace"). Alongside the formal control that Britain exerted over its colonies, its dominance of much of world trade meant that it effectively controlled the economies of many regions, such as Asia and Latin America. Increasing degrees of autonomy were granted to its white settler colonies, some of which were formally reclassified as Dominions in the 1920s. By the start of the 20th century, Germany and the United States had begun to challenge Britain's economic lead. Military and economic tensions between Britain and Germany were major causes of the First World War, during which Britain relied heavily on its empire. The conflict placed enormous strain on its military, financial, and manpower resources. Although the empire achieved its largest territorial extent immediately after the First World War, Britain was no longer the world's preeminent industrial or military power.
In the Second World War, Britain's colonies in East Asia and Southeast Asia were occupied by the Empire of Japan. Despite the final victory of Britain and its allies, the damage to British prestige helped accelerate the decline of the empire. India, Britain's most valuable and populous possession, achieved independence in 1947 as part of a larger decolonisation movement, in which Britain granted independence to most territories of the empire. The Suez Crisis of 1956 confirmed Britain's decline as a global power, and the transfer of Hong Kong to China on 1 July 1997 symbolised for many the end of the British Empire. Fourteen overseas territories remain under British sovereignty. After independence, many former British colonies, along with most of the dominions, joined the Commonwealth of Nations, a free association of independent states. Fifteen of these, including the United Kingdom, retain a common monarch, currently King Charles III.

KC-2.1.II.A: The Chesapeake and North Carolina colonies grew prosperous exporting tobacco—a labor- intensive product initially cultivated by white, mostly male indentured servants and later by enslaved Africans
KC-2.1.II.B: The New England colonies, initially settled by Puritans, developed around small towns with family farms and achieved a thriving mixed economy of agriculture and commerce.
KC-2.1.II.C: The middle colonies supported a flourishing export economy based on cereal crops and attracted a broad range of European migrants, leading to societies with greater cultural, ethnic, and religious diversity and tolerance.
KC-2.1.II.D: The colonies of the southern Atlantic coast and the British West Indies used long growing seasons to develop plantation economies based on exporting staple crops. They depended on the labor of enslaved Africans, who often constituted the majority of the population in these areas and developed their own forms of cultural and religious autonomy.
KC-2.1.II.E:Distance and Britain’s initially lax attention led to the colonies creating self-governing institutions that were unusually democratic for the era. The New England colonies based power in participatory town meetings, which in turn elected members to their colonial legislatures; in the southern colonies, elite planters exercised local authority and also dominated the elected assemblies.

If you were to look at Britain on a map today, you’d be forgiven for thinking that it’s borders only encompass those of the British Isles.
But if you look at the world as a whole, you will find that there are actually 14 overseas territories where the British government still holds power. From Gibraltar at the entrance of the Mediterranean, to the Falkland Islands in the South Atlantic, these are the last remaining possessions of Britain’s once mighty empire.
At the height of it’s territorial control, a little over 100 years ago, the British Empire covered one quarter of the globes land mass and ruled almost a third of the world’s population. It was ‘the empire on which the sun never set’.
But how did such a small island nation become the largest and most powerful empire the world has ever seen? This is the history of the British Empire.
During the Age of Discovery in the 15th and 16th centuries, Portugal and Spain pioneered European exploration of the globe, and in the process established large overseas empires. Envious of the great wealth these empires generated, England, France, and the Netherlands began to establish colonies and trade networks of their own in the Americas and Asia. A series of wars in the 17th and 18th centuries with the Netherlands and France left England (Britain, following the 1707 Act of Union with Scotland) the dominant colonial power in North America. Britain became the dominant power in the Indian subcontinent after the East India Company's conquest of Mughal Bengal at the Battle of Plassey in 1757.
The American War of Independence resulted in Britain losing some of its oldest and most populous colonies in North America by 1783. British attention then turned towards Asia, Africa, and the Pacific. After the defeat of France in the Napoleonic Wars (1803–1815), Britain emerged as the principal naval and imperial power of the 19th century and expanded its imperial holdings. It pursued trade concessions in China and Japan, and territory in Southeast Asia. The "Scramble for Africa" and "Great Game" also ensued. The period of relative peace (1815–1914) during which the British Empire became the global hegemon was later described as Pax Britannica (Latin for "British Peace"). Alongside the formal control that Britain exerted over its colonies, its dominance of much of world trade meant that it effectively controlled the economies of many regions, such as Asia and Latin America. Increasing degrees of autonomy were granted to its white settler colonies, some of which were formally reclassified as Dominions in the 1920s. By the start of the 20th century, Germany and the United States had begun to challenge Britain's economic lead. Military and economic tensions between Britain and Germany were major causes of the First World War, during which Britain relied heavily on its empire. The conflict placed enormous strain on its military, financial, and manpower resources. Although the empire achieved its largest territorial extent immediately after the First World War, Britain was no longer the world's preeminent industrial or military power.
In the Second World War, Britain's colonies in East Asia and Southeast Asia were occupied by the Empire of Japan. Despite the final victory of Britain and its allies, the damage to British prestige helped accelerate the decline of the empire. India, Britain's most valuable and populous possession, achieved independence in 1947 as part of a larger decolonisation movement, in which Britain granted independence to most territories of the empire. The Suez Crisis of 1956 confirmed Britain's decline as a global power, and the transfer of Hong Kong to China on 1 July 1997 symbolised for many the end of the British Empire. Fourteen overseas territories remain under British sovereignty. After independence, many former British colonies, along with most of the dominions, joined the Commonwealth of Nations, a free association of independent states. Fifteen of these, including the United Kingdom, retain a common monarch, currently King Charles III.

Report on the Affairs of British North America
The Report on the Affairs of British North America, commonly known as the Durham Report, is an important document in the history of Quebec, Ontario, Canada and the British Empire.
The notable British Whig politician John George Lambton, 1st Earl of Durham, was sent to the Canadas in 1838 to investigate and report on the causes of the rebellions of 1837–38. Durham arrived in Quebec City on 29 May. He had just been appointed Governor General and given special powers as high commissioner of British North America.
On the first page of his report he stated that "While the present state of things is allowed to last, the actual inhabitants of these Provinces have no security for person or property--no enjoyment of what they possess--no stimulus to industry." He would return to that theme repeatedly throughout his report.
Enquiry
In Upper and Lower Canada, he formed numerous committees consisting of essentially all the opponents of the Patriotes and made many personal observations of life in the colonies. He also visited the United States. Durham wrote that he had assumed he would find that the rebellions were based on liberalism and economics, but he eventually concluded that the real problem was the conflict between the traditionalistic French and the modernizing English elements. According to Durham, the French culture in Canada had changed little in 200 years, and showed no sign of the progress British culture had made. His 1838 report contains the famous assessment that Lower Canada consisted of "two nations warring within the bosom of a single state".
