Is Carpenter Unemployed? Carpenter v. United States One Year Later
Increasingly, we are incorporating into our daily lives devices and services that collect metadata: from our smartphones, to our web browsers, to an ever-expanding assortment of IoT-connected appliances, and even our cars. All of these generate metadata that is highly sensitive and revealing about us, even though it may not count as "content." In requiring a warrant for a week's worth of cell site location information, the Supreme Court's 2018 decision in Carpenter v. United States did not expressly encompass such other types of metadata. Yet they implicate the same sorts of inherent privacy risks, which suggests they are equally worthy of constitutional protection. Carpenter has been heralded as the most important Fourth Amendment opinion in years--but is it living up to its promise? This panel brings together a group of top Fourth Amendment experts to explore that question. CIS thanks the MacArthur Foundation for its support for the event.
Opening Remarks:
Hon. Stephen Wm. Smith (ret.), Director of Fourth Amendment and Open Courts, Stanford CIS
Panelists:
* Riana Pfefferkorn, Associate Director of Surveillance and Cybersecurity, Stanford CIS (moderator)
* David Gray, Jacob A. France Professor of Law, University of Maryland Carey School of Law
* Jumana Musa, Director, Fourth Amendment Center, National Association of Criminal Defense Lawyers
* Paul Ohm, Professor of Law, Georgetown University Law Center

In today's fragmented, globalized world, supporting multiple languages in NLU and NLP applications is more important than ever. The inherent language dependence in classical Machine Learning and rule-based NLP systems has traditionally been a barrier to scaling said systems to new languages. This dependence typically manifests itself in feature extraction, as well as in pre-processing steps. In this talk, we present byte2vec as an extension to the well-known word2vec embedding model to facilitate dealing with multiple languages and unknown words. We explore its efficacy in a multilingual setting for tasks such as Twitter Sentiment Analysis and ABSA. Byte2vec is an embedding model that is constructed directly from the rawest forms of input: bytes, and is: i. truly language-independent; ii. particularly apt for synthetic languages through the use of morphological information; iii. intrinsically able to deal with unknown words; and iv. directly pluggable into state-of-the-art NN architectures. Pre-trained embeddings generated with byte2vec can be fed into state-of-the-art models; byte2vec can also be directly integrated and fine-tuned as a general-purpose feature extractor, similar to VGGNet's current role for computer vision.

NETS OF NOTE: ADVANCED CLASS PRESERVATION GROUP NETS
PAUL/ANCHOR: In our occasional series Nets of Note we look at how and where on the bands amateur radio operators are checking in and what they're saying. This week Kevin Trotman N5PRE gives us a look at the Advanced Class Preservation Group Nets.
KEVIN: Hams like Paul Buescher N8HHG and Scott Endsley W5URX take pride in being among the 39,000 radio amateurs who hold an Advanced Class license issued by the Federal Communications Commission. The FCC stopped granting these licenses a decade ago but Advanced Class holders can renew their license indefinitely and many do, celebrating their place in U.S. amateur radio history. Lately they've even begun meeting up on air in a formal setting known as the Advanced Class Preservation Group Nets. There are already more than 100 members. There's plenty of history to celebrate: Advanced is the only remaining license class where holders passed the 13 wpm Code test -- and the majority of those licensed before 1984 were tested at an FCC office instead of by a volunteer examiner.
According to Bart Pulverman WB6WUW, Paul and Scott started the nets two months ago on weekday evenings, providing a place for Advanced class members to check in. Membership is free to Advanced Class members only -- but Extra Class members are also invited to participate. To make things even more official, holders of valid Advanced Class licenses receive a free personalized certificate that is suitable for framing. For details on membership and the certificate send an email to n8hhg at aol dot com (
[email protected])
Then, get on the air and join the Nets: they meet on Mondays through Fridays at 1700 UTC on 14.213 MHz, plus or minus; Monday, Wednesday and Friday at 2200 UTC on 14.213 MHz, plus or minus; and Tuesdays and Thursdays at at 2300 UTC on 7.130 MHz, plus or minus.
For Amateur Radio Newsline I'm Kevin Trotman N5PRE.

You can find David's slides here https://drive.google.com/file/d/1JY69DNcoBPkGlNTd2HyWvnUmDorkvH6f/view?usp=sharing
Spark NLP homepage:
https://nlp.johnsnowlabs.com/
Public notebooks about the open-source library:
https://github.com/JohnSnowLabs/spark-nlp-workshop/tree/master/tutorials/colab
Summary:
Natural language processing is a key component in many data science systems that must understand or reason about text. Common use cases include question answering, paraphrasing or summarization, sentiment analysis, natural language BI, language modeling, and disambiguation. This talk introduces the Spark NLP library – the most widely used NLP library in the enterprise, thanks to implementing production-grade, trainable, and scalable versions of state-of-the-art deep learning & transfer learning NLP research, as a permissive open-source library backed by a highly active community and team.
Spark NLP natively extends the Spark ML pipeline API’s which enabling zero-copy, distributed, unified pipelines, which leverage all of Spark’s built-in optimizations. Benchmarks and design best practices for building NLP, ML and DL pipelines will be shared. The library implements core NLP algorithms including lemmatization, part of speech tagging, dependency parsing, named entity recognition, spell checking and sentiment detection. The talk will demonstrate using these algorithms to solve commonly used tasks, using Python notebooks that will be made publicly available after the talk.
