Petitions can be brought forward by any EU citizen on a matter within the EU's sphere of activities. The Committee hears cases, some 1500 each year, sometimes presented in Parliament by the citizen themselves. While the Parliament attempts to resolve the issue as a mediator, it can resort to legal proceedings if necessary to resolve the citizen's dispute.

Pet theft petition discussion | Commons Petitions Committee
On 3 June, Petitions Committee member Tom Hunt MP held a video call with Dr Daniel Allen, an animal geographer who started a petition calling for tighter laws on pet theft, and other campaigners on this issue. On the call, campaigners shared their experiences of pet theft and discussed the changes to the law they feel would stop other pet owners from having to suffer as they have.
Daniel’s petition reached over 117,000 signatures before it closed due to the 2019 General Election. The petition was due to be debated in Parliament before Westminster Hall sittings, where petitions debates are held, had to be suspended due to social distancing rules.

On Friday ... two MPs DR. VIRENDRA KUMAR and BRIJENDRA SINGH were slated to present Reports of the Committee on Petitions in the Lok Sabha.
Now the Committee on Petitions refers to a singular forum that offers citizens an opportunity to seek redressal for any legitimate grievance against the Government or any public authority.
In a Parliamentary democracy aggrieved citizens use offices of the Members of Parliament to get their grievances redressed.
Members of Parliament have at their disposal such parliamentary procedures and devices as Questions, Short Duration Discussions, Calling Attention Notices, Half-an-Hour Discussions, to ventilate people’s grievances.
But in addition to these, the two Houses of Parliament have their respective Committees on Petitions.
These provide yet another forum for citizens to secure redress against acts of injustice committed by any public authority. However this forum is available only in a limited number of cases. But nevertheless it has been an important link between the people and the Government.
Our topic in Indepth today examines this vital democratic forum that is available to citizens.
We look at some of the seminal ways in which it has made a difference to the lives of citizens.
