13th Chinese People's Political Consultative Conference opens
At 3 p.m. Saturday, Wang Yang announced the opening of the 13th Chinese People's Political Consultative Conference (CPPCC). Of its 2,158 members, 2,149 are attending the first session of the advisory body, a key institution in Chinese politics. Wang Yang is expected to become its chairman. He is a member of the CPC Political Bureau Standing Committee and currently serves as China's vice premier.

I'm Robert Lawrence Kuhn, and here's what I'm watching: how the Chinese People's Political Consultative Conference, the #CPPCC, China's highest-level advisory body, reflects China's commitment to enhance its form of democracy, which China calls "whole-process people's democracy." The CPPCC is not a body of state power, nor is it a policymaking organ, but rather a platform on which all sectors of society participate in state affairs; this includes political parties, organizations, ethnic groups, and professional fields (such as science and #healthcare). In practice, CPPCC members serve as advisers for the government and legislative and judicial organs, and offer proposals on political, social and technical issues – all under Party leadership, of course. #China

In this video, Henrike Rudolph discusses her research on the preparation of the first CPPCC (Chinese People’s Political Consultative Conference) in 1949. She critically examines how the Communist Party (CCP) vied for public support and legitimacy from different societal actors all over China. Furthermore, she debates the central role of the CPPCC within the founding myth of the People’s Republic of China.

Since October 2020, Henrike Rudolph is an assistant profes-sor at the Department of East Asian Studies at the University of Göttingen. Trained in Sinology and Political Science, she completed her Ph.D. at Hamburg University and Fudan Uni-versity, Shanghai, in 2017. Rudolph worked as a postdoctoral fellow at the Chair of Contemporary Chinese Studies at Frie-drich-Alexander University in Erlangen-Nuremberg. Before coming to Göttingen, she held an interim professorship at the University of Heidelberg.
Rudolph’s research interests lie in the transcultural exchange of knowledge and skills, education thought, as well as net-work approaches to social and political history, with a focus on twentieth-century China. She has taught undergraduate and graduate courses in Sinology as well as Asian and Trans-cultural Studies.
In her current project, she explores the development of inter-secting academic and political networks of Chinese scientists and experts since the Republican period in their national and international dimensions. It combines the study of archival and contemporary sources with theories and digital tools from the field of historical network analysis.

China opened its 2007 legislative season on Saturday with a senior leader's appeal for non-communists to help ease tensions over the country's growing and politically explosive wealth gap.
Jia Qinglin, chairman of the Chinese People's Political Consultative Conference, the legislature's top non-communist advisory body, told members they face a "glorious but difficult" task in helping the Communist Party carry out economic and social reforms.
He also reiterated China's opposition to any "activities aimed at Taiwanese independence," one day after China lodged a formal complaint with the US government warning Washington against carrying out a proposed sale of missiles to rival Taiwan.
He was speaking in a nationally televised address before an audience that included President Hu Jintao at the Great Hall of the People in central Beijing.
China and Taiwan split amid civil war in 1949.
Beijing has never relinquished its claims to the island, vowing to go to war to enforce its sovereignty if necessary.
"If (Taiwanese President) Chen Shui-bian makes a secession move to split our motherland, we, the army shall take duty-bound and prepare for all means to oppose the secession," Gao Chunfang, CPPCC member from People's Liberation Army told AP Television.
Meanwhile, China's ceremonial legislature, the National People's Congress, which opens its annual session on Monday, is expected to enact a controversial law to enshrine property rights in the communist legal system.
China's leaders face growing strains over the uneven distribution of the benefits of the country's 25-year-old economic boom, which has created a wealthy elite, but left hundreds of (m) millions of people in poverty.

A day before Hu Jintao's expected appointment as China's president, a top Communist Party leader on Friday urged fellow countrymen _ communists and noncommunists alike _ to unite behind him.
Jia Qinglin, the new head of a key advisory body to China's legislature, appealed to its delegates to support economic development plans and work closely with Hu, who
was elevated to the ruling party's general secretary post in November.
Jia, named with Hu in November to the Communist Party's nine-member ruling panel, was named head Thursday of the Chinese People's Political Consultative Conference, which includes noncommunists and brings together thousands of businesspeople, educators and others to advise the legislature.
Once only ceremonial and still powerless, the CPPCC has grown in importance amid economic changes that have made China's noncommunists more important than ever. Communist leaders use it to keep in touch with a fast-changing society.
Its meeting, which ended Friday, overlapped with the annual gathering of China's legislature, which is focused this year on a generational shift in leadership.
The National People's Congress is due this weekend to name a successor to Jiang Zemin, who is stepping down from the presidency but will retain influence through a key military post.
Hu is expected to named president on Saturday.
A new premier also is to be named over the weekend.

Both CPPCC National Committee and NPC plenary sessions are often called the "National Lianghui" (Two Sessions), making important national level political decisions.
A less common translation is "the National Congress". This translation is discouraged, as it causes confusion with the National People's Congress as well as with the National Congress of the Communist Party of China.
The organisational hierarchy of the CPPCC includes the National Committee and regional committees. Regional committees of the CPPCC include the provincial, prefecture, and county level. According to Article 19, Section 2 of the Charter of the Chinese People's Political Consultative Conference, the relationship between the National Committee and the regional committees is a relationship of guidance (no direct leadership). So are the relationships between upper-level regional committees and lower-level committees. Operating budgets on each level are independently administered by the financial administrations for the region, making the National committee and all regional committees separate individual entities. An indirect leadership, however, exists via the United Front Departments on each level.
The composition of the political advisors in the PCC, consisting of 2158 members, changes according to national objectives and priorities. Previously dominated by senior figures in real-estate, state-owned companies and "princelings", the PCC of 2018 is primarily composed of individuals from China's burgeoning technology sector.

Chinese Vice Premier Han Zheng on Friday stressed that focus should be placed on solving problems in the country's food safety work while presiding over the first plenary session of the food safety commission of the State Council.
Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and head of the food safety commission, said that food safety concerns the health of everyone, and is one of the top concerns of the people.

STORYLINE:
The annual session of China's figurehead parliament opened in Beijing on Sunday, as representatives poured into the Great Hall of the People amidst very tight security
A 15,000-member security force was deployed around the hall to block protests by laid-off workers, farmers with land disputes or supporters of the banned Falun Gong spiritual movement. Pedestrians were stopped and questioned, and at least one man was detained.
A group of college students who approached a foreign reporter, apparently hoping to practice their English, were ordered away by a policeman.
About 3,000 delegates were present for the ceremonial opening of the National Peoples Congress before Premier Wen Jiabao laid out the political agenda for the year.
Wen opened the session with promises of massive new social spending to placate the poor, the restive countryside and said the sizzling economy will slow this year but should still grow by eight percent.
"We need to implement a policy of getting industry to support agriculture and cities to support the countryside, strengthen support for agriculture, rural areas and the farmers, and continue making reforms in rural system and innovations in rural institutions to bring about a rapid and significant change in the overall appearance of the countryside", he said.
The session of the National People's Congress is to focus on efforts to ease tensions over the gulf between China's rich and poor by spending more to help the countryside, home to 800 (m) million people, and others left behind by its economic boom.
On the thorny issue of Taiwan, Chinese Premier Wen once again warned the country not to pursue formal independence. Beijing claims Taiwan as its own territory.
It was a message that found clear support from some of the delegates who said the Chinese people will simply not allow it.
Beijing has no official relations with Taipei and reacted angrily this week when Taiwanese President Chen Shui-bian abolished an agency dedicated to unifying the island with the mainland.
Other representatives are expected to outline grassroots issues such as development in rural areas, as well as the place of poor minority groups.
