Birmingham was founded in 1871, during the post-Civil WarReconstruction period, through the merger of three pre-existing farm towns, notably, former Elyton. It grew from there, annexing many more of its smaller neighbors, into an industrial and railroad transportation center with a focus on mining, the iron and steel industry, and railroading. Birmingham was named for Birmingham, England, UK; one of that nation's major industrial cities. Most of the original settlers who founded Birmingham were of English ancestry. In one writer's view, the city was planned as a place where cheap, non-unionized, and African-American labor from rural Alabama could be employed in the city's steel mills and blast furnaces, giving it a competitive advantage over industrial cities in the Midwest and Northeast.
The L&N built the new station for $500,000, replacing Union Station which it had used since 1887. One writer described this new station as "modern in every respect." When Amtrak assumed control of most inter-city passenger service on May 1, 1971, its Floridian continued to use the L&N station. The Southern Railway, which had declined to join Amtrak, continued to use its own station several blocks to the northeast. On February 1, 1979 the Southern Railway conveyed its passenger service to Amtrak and the Southern Crescent (shortened to Crescent) began serving the ex-L&N station as well. Amtrak discontinued the Floridian in October, 1979 but the Crescent has operated uninterrupted ever since. Between 1989-1995 Alabama funded a Mobile, Alabama section of the Crescent named the Gulf Breeze.
For purposes of community development and citizen participation, the City of Birmingham's nine Council districts are divided into a total of 23 communities, and again into a total of 99 individual neighborhoods with their own neighborhood associations. Communities do not necessarily follow Council District boundaries. This structure was created in 1974 as part of a formal "Citizen Participation Program" designed to improve communication between residents and city leaders. Neighborhood associations are routinely consulted on matters related to zoning changes, liquor licenses, economic development, and city services. Neighborhoods are also granted discretionary funds from the city's budget to use for capital improvements and for non-capital projects and events. Each neighborhood's officers meet with their peers to form Community Advisory Committees which are granted broader powers over city departments. The presidents of these committees, in turn, form the Citizen's Advisory Board, which meets regularly with the mayor, council, and department heads.
Birmingham City Schools serve a student population that is approximately 95% African-American, 4% Hispanic, and 1% White. Eighty-eight percent of its students qualify for free or reduced price lunch. The district-wide graduation rate is 65%.
