The 1989 to 1992 phase of the Afghan Civil War began after the Soviet Union withdrew from Afghanistan, leaving the Afghan communist government to fend for itself against the Mujahideen. After several years of fighting, the government fell in 1992. However, the civil war continued with infighting between the government, and from 1994 insurgents such as the Taliban attempting to bring down the new government which they accused of corruption
However, this estimation did not take into account several assets available to the Democratic Republic of Afghanistan (DRA) government. The first of these was the large quantities of military hardware donated by the Soviet Union. In 1989, the army and pro-government militias still had 1568 tanks, 828 armoured personnel carriers, 4880 artillery pieces, 126 modern fighter-bombers and 14 attack helicopters. Also, the DRA continued to receive massive aid from the Soviet Union, valued between two and six billion dollars a year, and Soviet military advisors were still present in Afghanistan. The government forces also came to rely on the use of large quantities of Scud missiles: between 1988 and 1992 more than 2000 of these were fired inside Afghanistan, the largest amount of ballistic missiles used since World War II. This considerable amount of firepower was sufficient to keep the mujahideen at bay.
The second round of Anglo–Afghan negotiations for final peace were inconclusive. Both sides were prepared to agree on Afghan independence in foreign affairs, as provided for in the previous agreement. The two nations disagreed, however, on the issue that had plagued Anglo-Afghan relations for decades and would continue to cause friction for many more — authority over Pashtun tribes on both sides of the Durand Line. The British refused to concede Afghan control over the tribes on the British side of the line while the Afghans insisted on it. The Afghans regarded the 1921 agreement as only an informal one.
The 1992 to 1996 phase of the conflict in Afghanistan (1978–present) began after the resignation of the communist President Mohammad Najibullah. The post-communist Islamic State of Afghanistan was established by the Peshawar Accord, a peace and power-sharing agreement under which all the Afghan parties were united in April 1992, except for the Hezb-e Islami of Gulbuddin Hekmatyar. Hekmatyar started a bombardment campaign against the capital city Kabul which marked the beginning of this new phase in the war. In direct contrast to the Soviet era, the countryside witnessed relative calm during that period while major cities such as Kabul, Mazar-e Sharif and Kandahar witnessed violent fighting.
Background
Following the Soviet withdrawal in 1989 and the collapse of the communist Najibullah regime in 1992, Afghan political parties agreed on a peace and power-sharing agreement, the Peshawar Accord. The Peshawar Accord established the Islamic State of Afghanistan and appointed an interim government for a transitional period to be followed by general elections. All Afghan parties agreed to the peace- and power-sharing agreement, except for Gulbuddin Hekmatyar. Although offered the position of prime minister, Hekmatyar wanted to become the sole ruler of Afghanistan.

On Sunday 15th August 2021, after an almost 20 year-long absence, the Taliban recaptured the Afghan capital city of Kabul. As the US-led coalition withdrew, the Taliban regrouped and began expanding outward once again. Facing little opposition from the Afghan National Army that had been trained and equipped by western forces, they only grew bolder and began an almost Blitzkrieg-style campaign to retake villages, towns, cities and then entire provinces until they were once again in near-total control of a land that has seemingly only known bloodshed for the better part of fifty years.
The story of the Taliban is the story of Afghanistan in the late 20th and early 21st centuries. Cloaked in Islamic ideology that even many of the most prominent Muslim countries have largely moved on from, Afghanistan under the Taliban was always a land that resisted the influence of outsiders with tenacity, ferocity and always in blood. The attempts by the great powers of the world to bring Afghanistan more in-line culturally with the wider world perspective particularly concerning the treatment of women and the application of science and technology has presented an arena where the tools of the modern world have waged battles with the determination of the old. Yet almost every foreign power that has gotten involved with Afghanistan has ultimately failed in its mission there hence, Afghanistan becoming known as the graveyard of empires.
In this the first part of a two-part special, we are going to examine the modern history of Afghanistan, investigate the origins and ideology of the Taliban and chart their rise and fall and then return to power. This is the Taliban’s Story. Welcome to Wars of the World.

This article covers the Afghan history from the Soviet withdrawal from Afghanistan on 15 February 1989 until 27 April 1992, the day after the proclamation of the Peshawar Accords proclaiming a new interim Afghan government which was supposed to start serving on 28 April 1992.
Mujahideen groups, some of them more or less united in the Islamic Unity of Afghanistan Mujahideen, in the years 1989–1992 proclaimed as their conviction that they were battling the hostile "puppet regime" of the Republic of Afghanistan in Kabul.[4] In March 1989, the mujahideen groups Hezb-e Islami Gulbuddin and Ittehad-e Islami in cooperation with the Pakistani Inter-Services Intelligence (ISI) attacked Jalalabad but they were defeated by June.
In March 1991, a mujahideen coalition quickly conquered the city of Khost. In March 1992, having lost the last remnants of Soviet support, President Mohammad Najibullah agreed to step aside and make way for a mujahideen coalition government. One mujahideen group, Hezb-e Islami Gulbuddin, refused to confer and discuss a coalition government under the Pakistani sponsored Peshawar Peace Accords and invaded Kabul. This kicked off a civil war, starting 25 April 1992, between initially three, but within weeks five or six mujahideen groups or armies.

The roots of the Taliban movement go back to 1979, when the Soviet Union invaded Afghanistan. They were there to prop up a communist Afghan government that was supported by a minority of urban residents. But the vast majority of Afghans lived in rural areas. Here, authority came from tribal and ethnic groups, and life revolved around conservative practices of Islam.
Rural Afghans formed militias called mujahideen and drove out the Soviets. But then they fell into a civil war with each other. Out of this chaos emerged a group of Islamic teachers and students called the Taliban. They swept through the country, destroying mujahideen groups and imposing a strict order. In 1996, they took the capital city of Kabul. The Taliban ruled Afghanistan until 2001, when the US invaded.
In a sense, the cycle of invasion and rebellion began again. Urban areas were reformed while rural areas suffered, allowing the Taliban to resurge. In 2021, the Taliban took back Kabul and the country.

On Sunday 15th August 2021, after an almost 20 year-long absence, the Taliban recaptured the Afghan capital city of Kabul. As the US-led coalition withdrew, the Taliban regrouped and began expanding outward once again. Facing little opposition from the Afghan National Army that had been trained and equipped by western forces, they only grew bolder and began an almost Blitzkrieg-style campaign to retake villages, towns, cities and then entire provinces until they were once again in near-total control of a land that has seemingly only known bloodshed for the better part of fifty years.
The story of the Taliban is the story of Afghanistan in the late 20th and early 21st centuries. Cloaked in Islamic ideology that even many of the most prominent Muslim countries have largely moved on from, Afghanistan under the Taliban was always a land that resisted the influence of outsiders with tenacity, ferocity and always in blood. The attempts by the great powers of the world to bring Afghanistan more in-line culturally with the wider world perspective particularly concerning the treatment of women and the application of science and technology has presented an arena where the tools of the modern world have waged battles with the determination of the old. Yet almost every foreign power that has gotten involved with Afghanistan has ultimately failed in its mission there hence, Afghanistan becoming known as the graveyard of empires.
In this the first part of a two-part special, we are going to examine the modern history of Afghanistan, investigate the origins and ideology of the Taliban and chart their rise and fall and then return to power. This is the Taliban’s Story. Welcome to Wars of the World.

The 1989 to 1992 phase of the Afghan Civil War began after the Soviet Union withdrew from Afghanistan, leaving the Afghan communist government to fend for itself against the Mujahideen. After several years of fighting, the government fell in 1992. However, the civil war continued with infighting between the government, and from 1994 insurgents such as the Taliban attempting to bring down the new government which they accused of corruption
However, this estimation did not take into account several assets available to the Democratic Republic of Afghanistan (DRA) government. The first of these was the large quantities of military hardware donated by the Soviet Union. In 1989, the army and pro-government militias still had 1568 tanks, 828 armoured personnel carriers, 4880 artillery pieces, 126 modern fighter-bombers and 14 attack helicopters. Also, the DRA continued to receive massive aid from the Soviet Union, valued between two and six billion dollars a year, and Soviet military advisors were still present in Afghanistan. The government forces also came to rely on the use of large quantities of Scud missiles: between 1988 and 1992 more than 2000 of these were fired inside Afghanistan, the largest amount of ballistic missiles used since World War II. This considerable amount of firepower was sufficient to keep the mujahideen at bay.
