Constitution of the Snoqualmie Tribe of Indians
We, the Indians of the Snoqualmie Tribe, being the direct descendants of the signatories of the Governor Steven’s Point Elliott Treaty of 1855, for the purpose of securing the rights and powers inherent in our sovereign status and guaranteed to us by the Point Elliott Treaty of 1855, structuring our Tribal government, governing our Tribal people, securing our aboriginal rights and privileges, preserving our culture and traditions, fostering justice and freedom, and advancing our mutual welfare, do hereby approve and adopt this constitution.
Aerospace Protection Act 6.4
The Tribe has a duty and obligation to all its members and to the Tribe itself, to protect and preserve the political integrity, economic security and health and welfare of the Tribe. The purpose of this Chapter is to regulate non-member use of airspace above lands within the Tribe’s jurisdiction to protect and preserve the Tribe’s sacred lands and Reservation from low altitude commercial flights.
Alcoholic Beverages Act 8.3
The purpose of this Chapter is to regulate and control the possession and sale of liquor on the Snoqualmie Tribe’s Trust Land.
Arbitration Act 3.3
It is the purpose of this Chapter to authorize the arbitration of disputes in contractual agreements and to provide for the enforcement of agreements to arbitrate, and resulting arbitration awards, by the dispute resolution body of the Snoqualmie Indian Tribe, whether a Tribal Court, the Snoqualmie Tribal Council, or other body or forum.
Audit Committee Act 14.2
The purpose of the Snoqualmie Audit Committee is to assist the Snoqualmie Tribal Council in fulfilling its oversight responsibilities for the financial reporting process, the system of internal control over financial reporting, the audit process, the Tribe’s process for monitoring compliance with laws and regulations and the Tribe’s code of conduct.
Business License Act 8.1
The purpose of this Chapter is to provide for the general security and welfare of the Tribe, and to monitor the conduct of persons engaged in business with the Tribe, Tribal enterprises, or upon Snoqualmie Tribal Lands, and to generate Tribal revenue for administration of licenses. This Chapter applies to all persons who intend to or who conduct, engage or operate business activities with the Tribe, a Tribal enterprise, or upon Snoqualmie Tribal Lands.
Census Act 2.4
The Tribal Council finds that the Tribe has a duty and obligation to all its members and to the Tribe itself to protect and preserve its sovereignty, the political integrity, economic security, health and welfare of the Tribe. Effective policymaking to address the challenges of improving the socioeconomic status and overall well-being of the Snoqualmie people depends on accurate and reliable data. Effective and meaningful data collection from Tribal members is, therefore, essential for the Tribe to provide civic and economic benefits to Tribal members.
Constitution Amendment Act 2.5
The purpose of this Chapter is to establish fair and uniform policies and procedures for the conduct and management of Amendments to the Constitution of the Snoqualmie Tribe of Indians. The Snoqualmie Tribal Council finds as a matter of tribal public policy that the objectives of this act are to ensure that all Constitutional Amendments are:
a) Fair;
b) Impartially conducted;
c) Carried out in conformity with the Tribal Constitution and the Snoqualmie Tribal Code.
Construction Act 8.5
This Chapter shall be known as the Snoqualmie Tribal Construction Code.
Codification Statute 1.1
The purpose of this Chapter is to provide for the compilation and organization of statues adopter by the Snoqualmie Tribal Council into a single Tribal code, known as the Snoqualmie Tribal Code, that contains the laws of the Snoqualmie Indian Tribe that are valid and in effect as of the date of the codification.
Criminal Code Act 7.1 (Updated 9/5/2024)
The purposes of this Chapter include but are not limited to:
- Protect Snoqualmie Tribal Members and visitors to the Snoqualmie Indian Reservation, especial youth and elders, from being the victims of criminal offenses;
- Promote the health, safety and general welfare of Snoqualmie Tribal members and visitors to the Snoqualmie Indian Reservation;
- Provide for the fair and just determination of every criminal proceeding initiated under this Chapter;
- Protect the rights of individuals, including victims and those charged with committing offenses under this Chapter;
- Give fair warning to Tribal members and visitors to the Snoqualmie Indian Reservation of what constitutes a criminal offense under Snoqualmie Tribal law;
- Define clearly the conduct and mental state that constitute offenses under this Chapter;
- Establish penalties that are proportionate to the seriousness of the offense and that facilitate, to the extend possible, the rehabilitation of offenders while taking into account the need of the Tribal community for healing and protection from offenders, and
- Prevent the unfair, arbitrary and/or oppressive treatment of individuals convicted of offense under this Chapter.
Cultural Resources Protection Act 11.1
Is is the policy of the Snoqualmie Tribal Council to protect traditional cultural resources of the Tribe by establishing a preservation program to identify, evaluate, and protect cultural, historic, and archaeological resources associated with the Snoqualmie Indian Tribe and by regulating the undertakings on Snoqualmie Tribal Lands when they may result in changes in the character or use of such cultural resources.
Community Corrections Department Act 7.2
The purpose of this Chapter is to enact provisions of law that establish a Community Corrections Department and define its scope of authority.
Commercial Marijuana Activity Act 8.9 & Compact with the State of Washington
The purpose of this Chapter is to establish a legal framework for the producing, processing, and retail sale of marijuana and marijuana derived products.
Elections Act 2.2
The purpose of this Chapter is to establish fair and uniform policies and procedures for the conduct and management of Tribal elections.
Emergency Management Response Act 10.1
The purpose of this Chapter is to create the Snoqualmie Tribe Emergency Management Department to carry out emergency management and homeland security functions, and to provide for the preparation and implementation of a Comprehensive Tribal Emergency Management Response Plan to mitigate, prepare for, respond to, and recover from injury and damage to persons or property resulting from emergencies or disasters, whether natural or man-made.

Enrollment Act 2.3
The purpose of this chapter is to establish enrollment policies and procedures to implement Article II of the Snoqualmie Tribal Constitution.
Ethics and Code of Conduct for the Snoqualmie Tribal Council 2.5 (Updated 10/10/2024)
The purpose of this Code of Ethics is to establish ethical standards of conduct for the elected Tribal Council of the Snoqualmie Indian Tribe. The Tribal Council is imbued with a trust to act in the highest ethical manner, carrying out their duties in such a manner as to keep inviolate the best interests of the Tribe and its members. Tribal Council members shall treat service to the Tribe as a sacred public trust with fiduciary responsibility to the Tribe requiring that they place loyalty to the Tribe and its Constitution, laws, and ordinances above personal and private gain. Accordingly, Tribal Council members shall not place their personal interests above those of the Tribe and shall make every effort to adhere to the laws, customs, and traditions of the Tribe. This Code of Ethics shall be interpreted liberally in the interest of ensuring compliance with its requirements.
Fireworks Act 8.8
The purposes of this Chapter are:
- To provide for the safe and orderly use of fireworks used on Snoqualmie Tribal Lands, and in other areas served by Tribal businesses offering fireworks for sale;
- To regulate the sale of fireworks for the welfare of all members of the Snoqualmie Indian Tribe;
- To generate revenue for the operation of the Snoqualmie Tribal Government; and
- To assert the Tribe’s sovereign authority to regulate the sale and use of fireworks on Snoqualmie Tribal lands.
Foreign Court Orders Act 3.4
The purpose of this Chapter is to establish procedures for the recognition and enforcement of foreign court orders on Snoqualmie Tribal lands. Because the Tribe is a sovereign government that has not generally submitted to the jurisdiction of foreign courts, the Tribe is not legally obligated to comply with orders issued by foreign courts. However, pursuant to this Chapter, the Snoqualmie Tribal Court shall henceforth have the authority to give full faith and credit to certain orders from foreign jurisdictions.
Gaming Act
The Tribal Council of the Snoqualmie Tribe, empowered by the Tribe’s Constitution to enact laws, hereby enacts this Tribal Gaming Act in order to govern and regulate the operation of Class II and Class III Gaming on the Tribe’s Indian Lands.
Health and Human Services Act 13.1
The Snoqualmie Tribal Council has determined that the promotion and protection of the public health of its members is an essential duty of Tribal government and appropriate for legislative action pursuant to the Tribal Constitution.
Hunting and Gathering Act 6.3
This Act is enacted for the protection, enhancement and conservation of Tribal natural resources, and to provide for the exercise of Treaty-reserved rights by Tribal members.
Impact Mitigation Fund Act 14.7
The purpose of this Chapter is to create a separate Tribal governmental fund, known as the Impact Mitigation Fund, for the purpose of providing assistance to law enforcement, emergency services, and/or service agencies impacted by the existence and operation of the Snoqualmie Casino.
Indian Child Welfare Act 13.2
The purpose of this Chapter is to preserve and strengthen families of the Snoqualmie Indian Tribe to the greatest extent possible, to preserve and strengthen a Tribal child’s cultural and ethnic identify, and to secure for any Tribal child removed from his home that care, guidance, and love as nearly equivalent as that which he or she should have been given by his or her parents to help him develop into a responsible, well-adjusted member of the Tribal community.
Judiciary Act 3.1
The purpose of this Chapter is to create a fair and impartial judicial system to interpret and apply the laws and constitution of the Snoqualmie Indian Tribe.
Motor Vehicle Licensing Act 5.4
The purpose of this Chapter is to facilitate the exercise of the Tribe’s various sovereign powers. Many Tribal governmental services require travel off of Snoqualmie Tribal lands in Tribally-owned vehicles. Tribal government officials frequently are obligated to travel in Tribally-owned vehicles to meet with federal, state and Tribal representatives for government service. This Chapter is necessary in order to ensure the full use and safety of public roadways used for Snoqualmie Tribal governmental purposes.
National Flood Insurance Program Act 10.2
The purpose of this Chapter is to promote the public health, safety, and general welfare of Snoqualmie Tribal members; to reduce the annual cost of flood insurance; and to minimize public and private losses due to flood conditions in specific areas.
Nonprofit Corporations Act 8.6
The Snoqualmie Indian Tribe desires to establish a statutory and regulatory structure for the creation of nonprofit corporations under its Tribal Laws.
Patron Disputes Act 8.4
This Chapter shall be known as the Snoqualmie Tribal Patron Disputes Act.
Public Records Act 5.3
The purpose of this Chapter is to establish a legal framework for the receipt, care, custody, and administration of the official records of the Snoqualmie Indian Tribe.
Rules of Court Act 3.2
The purpose of this Chapter is to establish rules of court procedures to govern the operations of the Snoqualmie Tribal Court.
Secured Transactions Act 14.3
The purpose of this Chapter is to recognize that under the last of the Snoqualmie Indian Tribe, a federally recognized Indian tribe, except as otherwise provided in this Chapter, secured parties shall have the same rights with respect to collateral subject to the sovereign authority of the Tribe as would exist if all aspects of the security interest has been government by the Washington Uniform Commercial Code, without regard to the choice of law principles set forth therein.
Snoqualmie Entertainment Authority Act 8.2
The purpose of this Chapter are as follows:
- To codify the Tribe’s existing ownership, management and supervisory authority over the Gaming Business and the Gaming Assets, which is exercised by the Tribal Council on behalf of the Tribe.
- To confirm that the Tribe’s ownership, management and supervisory authority over the Gaming Business and the Gaming Assets will continue to be exercised by and through the Tribal Council on behalf of the Tribe.
- To establish, as a governmental instrumentality of the Tribe, a Snoqualmie Entertainment Authority which shall have all of the privileges and immunities of the Tribe, and shall be delegated the authority to exercise the Tribe’s ownership, management and supervision of the Gaming Business and the Gaming Assets.
- To establish that the board of directors of the Authority shall consist of members of the Tribal Council, which members shall manage the Gaming Business and the Gaming Assets.
Solid Waste Management Act 6.2
The Snoqualmie Indian Tribe desires to manage the disposal of solid waste on Snoqualmie Tribal lands and at Snoqualmie Tribal facilities by creative a Solid Waste Management Program (SWMP), including the establishment of a recycling program and the reduction of waste stream.
Snoqualmie Tribal Council Procedures Act 2.1 (Updated 10/17/2024)
The purpose of this Chapter is to enact provisions of law that establish and define the procedures of the Tribal Council.
Surface Water Act 6.1
The Tribe desires to protect the environmental integrity of the surface water resources found on or within Snoqualmie Tribal lands. By adopting a Water Resources Management Program, the Tribe intends to protect public health and welfare, enhance the quality of water resources on Snoqualmie Tribal lands, provide for the protection and propagation of fish, shellfish, and wildlife, provide for recreation and cultural uses of water, and to carry out the purposes of the Federal Clean Water Act.
Taxation Act 4.1
An Act relating to Taxation, including administration, cigarette sales, fuel, and retail, food and beverage sales.
Tort Claims Act 8.7
The purpose of this Chapter is to outline and define the scope of the Snoqualmie Indian Tribe’s civil tort liability for tort claims that may arise due to actions and incidents on Snoqualmie Tribal lands, or action and incidents associated with the delivery of services by the Snoqualmie Indian Tribe. This Chapter also sets forth the exclusive manner in which tort claims involving the Snoqualmie Indian Tribe shall be filed, administered and adjudicated.
Tribal Employment Rights Ordinance (TERO) Act 5.1 (Updated 09/08/2024)
The Snoqualmie Tribal Council finds that employment discrimination against Indians persists on ancestral lands of the Snoqualmie people despite a large number of Indian and non-Indian owned businesses employing skilled and non-skilled works. The Tribal Council further finds that jobs in businesses and other economic opportunities on traditional tribal lands and reservation lands are important resources to which Indians have unique preferential rights. Therefore, to implement the unique employment rights of Indians, the Snoqualmie Tribal Council establishes a Tribal Employment Rights Commission and TERO Program to achieve its goals and policies towards exercising the unique employment rights of Indians.

Tribal Finance Act 14.1
The purpose of this Chapter is to enact Tribal requirements for the management of the financial functions for the Snoqualmie Indian Tribe.
Workers Compensation Act 5.2
The purpose of this Chapter is to establish the rights and benefits of employees of the Snoqualmie Indian Tribe for on-the-job bodily injuries that are caused by accident or occupational disease as defined in this Chapter.
