The title blacklist is maintained as a system message at MediaWiki:Titleblacklist.
The Titleblacklist consists of regular expressions, each on a separate line, for example:
Foo <autoconfirmed|noedit|errmsg=blacklisted-testpage> [Bb]ar #No one should create article about it
Important: There is no need to use “^” at the beginning, and “$” at the end, these are added automatically.
Each entry may also contain optional attributes, enclosed in <>
and divided by |
- autoconfirmed — only non-autoconfirmed users are unable to create/upload/move such pages
- noedit — users are also unable to edit this article
- casesensitive — don’t ignore case when checking title for being blacklisted
- errmsg — the name of the message that should be displayed instead of standard
When the action is blocked, one of the following messages is displayed together with the filter row (as $1):
- titleblacklist-forbidden-edit
- titleblacklist-forbidden-move
- titleblacklist-forbidden-new-account
- titleblacklist-forbidden-prefix
- titleblacklist-forbidden-upload
Generic filenames have their own custom error message: MediaWiki:Titleblacklist-custom-imagename.
There is also a local title whitelist, and a globally maintained title blacklist from VSTF.
Only local Administrators, VSTF, Helpers, and Staff can override the TitleBlacklist’s restrictions.

User:Petuniabunny178 filed a title blacklist incident report at the Noticeboard in which she indicated that she was unable to create a page entitled either “Divergent/Tiny Toons Adventures” or “Divergent (2014)/Tiny Toons Adventures” due to the Titleblacklist (verify).
Using my autoconfirmed-user test account, I was able to duplicate the same incident as she had.
For now, rather than removing “tiny toons” from the Titleblacklist, I recommend instead adding “Divergent (2014)/Tiny Toons Adventures” to the Titlewhitelist, until such time as this becomes too cumbersome. — SpikeToronto 21:06, December 25, 2014 (UTC)

- Not done. The problem is that there are TWO (2) typos in your attempted title. You want to create your new page at this title:

- I had temporarily disabled it because it kept preventing one of our members from uploading his videos. Then, I was too busy to debug it. Then, when I was ready to figure it out, Wikia had locked up the MediaWiki namespace. It seems this page is whitelisted now, though.
