Scarfolk is a town in North West England that did not progress beyond 1979. Instead, the entire decade of the 1970s loops ad infinitum. Here in Scarfolk, pagan rituals blend seamlessly with science; hauntology is a compulsory subject at school, and everyone must be in bed by 8pm because they are perpetually running a slight fever. Little Head (from Clay Stool)
Clay Stool was a daytime children's TV programme which we introduced a while back (you can listen to the theme tune here).
Many readers will remember the programme's cast of toys (see above), some of which became stars in their own right: Big Ted, Hamble, Humpty and Jemima.
Many, however, have forgotten 'Little Head', who only became a regular due to a typo on the programme's props list, which was supposed to have requested 'Little Ted'. Production staff were still frantically looking for an appropriately-sized head literally minutes before the programme went out live. A quick-thinking studio manager (who some believe was telekinetically controlled by Hamble) ended the panic by decapitating one of the cameramen, who had been scheduled for ritual recycling anyway.
Producers hoped that children wouldn't notice that Little Ted had replaced Little Head in the following week's episode, but they did. Thousands wrote in demanding that Little Head be reinstated.
Little Head eventually received his own line of merchandising (including a very popular biscuit barrel). He went on to host a Saturday evening primetime show, which involved an electric current being passed through his cranium and him yelping out the names and addresses of people who, in his opinion, did not deserve welfare payments.

Halloween Masks
(Page taken from the weekly children's hobby magazine 'Which Craft?')
The latter were so sought-after that mischievous children planted evidence of crimes that ensured the arrest and capital punishment of relatives in the hope of inheriting a head with which to make a mask.

Expiration Cards (1970s)
"Have you ever worried about how and when you might pass away? With an Expiration Card you needn't worry ever again..." (From a 1971 Scarfolk information booklet).
As of 1970 all residents of Scarfolk were issued with Expiration Cards. A dedicated council department, run by someone known only as Tod XIII, calculated when each citizen was most likely to become an 'unreasonable imposition' on society, then set an official date and method of demise. Sometimes, the date was brought forward if the citizen's circumstances changed: for example, if a person had become undeservedly depressed or poorly and was unlikely to ever again be gainfully employed by any self-respecting organisation.
Each cardholder was expected to make the relevant preparations according to their allocated death event and to pay for it. Costs were taken directly out of citizens' income along with tax and costs incurred by governmental weekend breaks abroad. Unemployed cardholders had their assets and/or family members seized and auctioned off.
If a cardholder inconveniently died before their scheduled date and time, their card (and a hefty admin fee) was inherited by the next of kin who could either swap the card with their own - if the death event was preferred - or donate it to Scarfolk's Expiration Charity, which brought together poverty-stricken people to perish in the same event so that they may share costs. Charity expirations often took the form of driving a decommissioned double-decker bus off a pier into the sea while a brass band played. These expirations were televised on SBC TV's 'Beneviolence' programme, particularly if they featured once-popular celebrities who had fallen on hard times.

"Raingods" Children's TV Programme (1970s)
Rainbow was a popular daytime children's television programme in the 1970s. Yet very few people realise that it was originally pitched as an altogether different show called Raingods. Below are the only extant frames from the pilot.
Raingods introduced children to a pink, one-eyed, Aztec god of rain, Tlaloc, whose name translates as 'enraged niece of Bruce Forsyth'. Other characters included minor deities such as Tezcatlipocabungle, the bear executioner deity; Zippyloc, god of arrogance and poor dentistry; and Geoffrey the Devil.
Ultimately, a full series was not commissioned because it became apparent in the pilot that Tlaloc's fearful cohorts not only had to appease their vengeful god with sweet songs, but they also had to sacrifice live human children in his name.
In the first twenty minutes alone, two thousand children perished and the programme's producers received upwards of fourteen complaints from disgruntled parents and sweatshop owners.
The programme was soon thereafter redeveloped as the less malevolent Rainbow, Tlaloc was renamed George and the number of child sacrifices was reduced to an acceptable level.

"Bounce of Death" Public Information (1976)
In 1976 Scarfolk council was accused of unnecessarily endangering children's lives. In addition to placing municipal bouncy castles and trampolines in close proximity to pylons and electricity substations, the council also positioned roundabouts, swings and slides mere inches from high cliffs, busy railway tracks and motorways.
An investigative BBC television documentary series alleged that all the recreational areas had been intentionally placed within walking distance of underfunded orphanages and schools attended by working-class children. But the council was insistent: "The placement of the playgrounds is purely coincidental. As for potential hazards, how a child interacts with recreational community equipment is the responsibility of the parent, guardian, teacher or abductor". It also launched the poster campaign, as seen above.
The matter was raised again three years later when it was revealed that the play areas, when connected by straight lines on a map, resembled an occult symbol that had long been associated with pagan child sacrifice. This time the council responded by dismantling the children's playgrounds. However, it blatantly replaced them with infant recycling centres, a move that was welcomed by those who had opposed the vast numbers of children going to waste during a period when there was a shortage of leather for ceremonial masks.

"Scarbrand Pie Filling" Food Scare (1975)
At harvest time in Scarfolk, families donated food, household items and other objects they were going to dispose of anyway, to people who were too lazy to go shopping themselves. Canned products were most often donated (because they are easier to throw), but that ceased in the mid-70s following a food scare.
Tests on Scarbrand's meat-flavoured pie fillings had shown that each can might contain up to 7% ergot-impregnated stoat faeces, which had most likely leaked from a farm that specially bred animals and children for pagan rituals.
Scarbrand admitted culpability but did not recall their products. They maintained that most customers weren't qualified or even clever enough to notice the contamination because the genuine, non-faecal ingredients were so similar in colour, texture and odour to the faeces that they were virtually indistinguishable.
Secondly, the hallucinogenic ergot content was so high that the vast majority of affected customers would not be able to remember their name, or even that they were human, much less complain about the pie filling.
Scarbrand's public relations director publicly ate stoat faeces to demonstrate that it would not have any adverse effects. However, when he and several consumers fell ill and hijacked a garden centre which they tried to drive to the Lake District, Scarbrand relented and advised consumers to discard the questionable 7% of their pie fillings. They even incorporated the message into their TV ad campaigns.
"Only greedy people eat ALL their food. Scientists have proven that eating more than 93% of your food could affect your health".
By the end of the 1970s, with no improvement in consumer health, Scarbrand was forced to provide the ergot-laced stoat faeces in a separate sachet.

"Martyr Maid" Ice Cream (1970s)
In the 1970s, arcane cults and religious orders secretly funded multinational corporations with the goal of illicitly proselytising or brainwashing. Though the cults often targeted children via products such as toys and confectionery, including ice cream, as can be seen from the image below, adult virgins were also in great demand.
The aim was to subliminally indoctrinate a person over many years, so that by the time they came of age and were ready to be recruited, a cult's beliefs and rituals would not appear inappropriate, dangerous or even fatal.
This was especially true for people who were designated to become sacrifices to spirit deities, of which there were many in Scarfolk. One particularly insatiable deity was Rupert, a Robot Penguin Lord, who consumed so many sacrifices between 1970 and 1975 that he developed diabetes and put on so much weight that he had to completely replace his wardrobe.
The aim was to subliminally indoctrinate a person over many years, so that by the time they came of age and were ready to be recruited, a cult's beliefs and rituals would not appear inappropriate, dangerous or even fatal.

Jellied Babies (late 1970s)
This week's theme of human consumption continues with this popular Jellied Babies confectionery packaging from the late 1970s.
It's that time of the year when people tear unborn offspring away from incarcerated, drugged, distraught adults, paint them lurid colours, as if to mock them, then devour the helpless, would-be babies in front of the tormented parents. It's a bit like an annual jolly pogrom.
However, in the spirit of fairness, people in Scarfolk believed that chickens should not be the only creatures to lose their young during the festive spring period. Rabbit and otter eggs were also frequently consumed in Scarfolk, and human orphans in aspic were a particular favourite. Jellied Babies went into production after the council realised that the cost of foster care was prohibitive, especially because funds were needed for more beneficial things, such as quality garden furniture for the second homes of politicians.
In general, child donation can actually be financially lucrative. For example, when God sacrificed his own child for the good of society, he made sure he got a cut of the publishing and merchandising rights.
