Costuul (コスツール, Kosutūru), also known as the Industrial City of Costuul (工業都市コスツール, Kōgyō Toshi Kosutsūru), is one of the Five Great Cities in the Dragon Kingdom of Lugunica. It is located in the western part of the country as part of the Mathers Domain.

Of the Five Great Cities, the Industrial City of Costuul is the most modest and ordinary, with very few noteworthy sights and no tourist attractions at all.[1][2] The primary contribution to the city's prosperity are its major industry of creating magicreation tools, items capable of tasks impossible for humans such as producing heat or creating fountains.[3] As the backbone of Costuul's manufacturing power, they can be found throughout the Industrial City.[4] The city's value and status as one of the Five Great Cities can be attributed to its production of magicreation tools, which make it easier to manufacture and disseminate goods to others cities across the country.[5]
History[]
Fifteen years before the events of the main story, Roswaal L. Mathers struck an offer with The Brotherhood and the Golden Wing Faction, two groups in the Royal Capital who held opposing beliefs. He acquired the manpower of both groups and had many members from each group move to Costuul, either to give jobs to poor slum residents or grant posts to nobles with patriotism that had nowhere to go, in order to develop, manufacture, and export the magicreation tools developed by his predecessor, Roswaal K. Mathers, all throughout Lugunica. Among the residents that moved to moved to Costuul were Belmont, a subordinate of Russell Fellow, Fareed Impusen, the leader of the Golden Wing Faction, and Leno Rex, the newly-appointed leader of The Brotherhood who would be elected as the city's mayor in the years to come.
Due to the establishment of Costuul as a city where magicreation tools were manufactured and disseminated, it was able to join the Five Great Cities of Lugunica, becoming known as the Industrial City.[5] Furthermore, entities that came to be known as lightbugs began appearing as a phenomenon exclusive to the city due to the creation of magicreation tools.
Several months before Arc 1, the lightbugs of Costuul started acting unusually, causing magicreation tools to malfunction. After the events of Arc 4, the sibling duo of Frederica and Garfiel visited the city on an outing together, but were interrupted by Hayden Garo, a man who, alongside his associate, discovered a method to control lightbugs with his rare blood and made a magicreation tool malfunction at a factory. As the two of them reported the incident to Mayor Leno Rex, Hayden utilized a large magicreation tool to initiate the collapse of City Hall. After Garfiel saved everyone within City Hall before its collapse and Frederica saved the mayor, Hayden kidnapped the latter when she was alone and made other magicreation tools malfunction to prevent her brother from giving chase to him. With the arrival and assistance of Subaru, Beatrice, and Emilia, the lightbug incident within Costuul was ultimately quelled while Garfiel and Clind managed to successfully safely return Frederica from Hayden's clutches at the cost of the lionman's escape.
Following the lightbug incident, reconstruction efforts were initiated to restore the damage done to City Hall and various other areas throughout the city.

- City Hall: City Hall was a six-story building that had the mayor's office on the top floor. It was destroyed during the lightbug incident orchestrated by Hayden Garo.
- Reservoir: A reservoir used for storing water. It is located behind City Hall.

- Within Otto's Peddling Record of Joy and Sorrow from Re:Zero Tanpenshuu Volume 4, the “Mining City of Costuul” is mistakenly said to be a city with everlasting ores that is a major contributor to Lugunica's magic stone industry, as well as that it was rumored to have once been a Dragon's nest. This is an error, as the Mining City in question is Ganacks, not Costuul. The other two details, however, are true for the Mining City of Ganacks, as they had previously been stated in Re:Zero Prequel: Bonds of Ice.
