DO NOT MERGE
The internal trace package has deprecated opencensus support.
https://github.com/googleapis/google-cloud-go/releases/tag/v0.115.0

This dependency update will be a problem if the environment variable is not set to opencensus. However the tests are passing. Need to verify this before merging.

DO NOT MERGE The internal trace package has deprecated opencensus support. https://github.com/googleapis/google-cloud-go/releases/tag/v0.115.0

This dependency update will be a problem if the environment variable is not set to opencensus. However the tests are passing. Need to verify this before merging.

The internal trace package version is reverted back to previous version in #10390 in spanner package to avoid breaking changes.
The release PR is. not blocking and can be merged.
