It was also mandated that this change should first be implemented as a temporary trial. The appropriate length of this trial was decided to be 6 months. So, what we're looking for is a dev to tweak the code for enwiki such that non-autoconfirmed users can no longer:
- create new pages (except in their own user namespace)
- move pages from their user namespace to any other namespace
If a non-autoconfirmed user tries to create a new article, they should be presented with the MW interface message at [[en:MediaWiki:Noautocreatetext]]. (If that page doesn't exist yet, it should be created shortly).
