Doctor Otto Octavius' original inhibitor chip
In his native universe, Doctor Otto Octavius built a set of four mechanical arms to control. To inhibit their ability to affect his mind, he also built a Neural Inhibitor Chip that would attach at the bridge of his neck. However, that inhibitor chip was fried, allowing the arms to control him. The cameras of the arms turned red, and Octavius was soon transported to another universe.[1]
Fixing the Chip[]

In an attempt to help Otto Octavius, Peter Parker analyzed the damaged chip and figured out a way to build a new one with the help of Norman Osborn, working with the Stark Industries Fabricator. Completing the design, Parker installed the new chip to the back of Octavius' neck, which allowed the latter to regain full control over the arms, restoring him to his normal self. Unlike the original chip, the new one is encased in metal to prevent it from being fried like the other one.[1]
Capabilities[]
The Neural Inhibitor Chip can selectively inhibit neural links sent by mechanical attachments from reaching the user's brain. However, if the chip is damaged, the neural links travel freely, allowing the attachments to have full control over the user. Unlike the original chip, this one had more resistance to electricity, as the chip was not affected by Electro.[1]
