The Joint Counter Terrorist Centre is an international Joint Terrorism Task Force (JTTF) headquartered in Berlin, Germany.

By 2016, a Joint Terrorism Task Force known as the Joint Counter Terrorist Centre was established in Berlin. The CIA stationed Everett Ross as the Deputy Task Force Commander at the Joint Counter Terrorist Centre Building, as well as Sharon Carter. Following the Bombing of the Vienna International Centre, which was to believed to be caused by the Winter Soldier, the JCTC began a manhunt for Barnes. They soon found Barnes in Bucharest and sent the GSG 9 to arrest him.[1]
Winter Soldier's Escape[]
Steve Rogers, Sam Wilson and T'Challa were brought to the Joint Counter Terrorist Centre Building in an armed vehicle, while Bucky Barnes was brought to there inside a containment cell. In the building, the three met with Everett Ross and Sharon Carter. Ross told them they had to stay in the building and they were not allowed to leave. JCTC also confiscated, Captain America's Shield, his uniform and the EXO-7 Falcon.

In order to determine the mental condition of Barnes, the JCTC hired Theo Broussard to interrogate him. During the interrogate by the psychiatrist, a power outage occurred and Barnes freed himself. He attacked everyone who tried to stop him, but he overcame them. Tony Stark, Natasha Romanoff, Carter and T'Challa tried to stop him, only to fail. It was eventually Rogers who stopped Barnes and went into hiding with him and Wilson. After the escape, the JCTC sent helicopters to search for the fugitives. Thaddeus Ross came to the building and gave Stark 36 hours to bring in Rogers. Meanwhile, Carter smuggled out the confiscated gear and brought it to Rogers.[1]
Helmut Zemo[]

At the HYDRA Siberian Facility, while Iron Man, Captain America, and Bucky Barnes were fighting, Black Panther stopped Helmut Zemo from committing suicide and turned him over to the JCTC for the Bombing of the Vienna International Centre. Zemo was arrested and placed in a cell under Everett Ross' supervision,[1] until he was transferred to the Berlin Correctional Facility.[2]
Questioning Natasha Romanoff[]
Eventually, the CIA pulled Everett Ross out of the JCTC and tasked him with tracking down Ulysses Klaue.[3]
Natasha Romanoff was brought in by the JCTC, so Ross was brought in to question her about letting Steve Rogers and Bucky Barnes escape. Romanoff claimed to have been following her orders to stop them from reaching the hangar while simultaneously confessing to allowing them to escape. The two continued talking about why Rogers would help, but Ross let slip that he felt guilty about hunting Captain America. Ross then revealed that he knew about Romanoff's ulterior motive, so they shared information about the Needle. Ross gave Romanoff the coordinates he had found for the Needle's base while ignoring Thaddeus Ross' calls. Romanoff left and Everett covered for himself before answering Thaddeus.[4]
Trivia[]
- In real life, Joint Terrorism Task Forces (JTTFs) are spearheaded by the FBI and are primarily within the United States of America. However, the Joint Counter Terrorist Centre JTTF of the Marvel Cinematic Universe is overseen by the CIA as it is stationed outside of the United States and thus is outside of the FBI's jurisdiction.
