Major Harper is a major of United States Air Force.

When James Rhodes brought back a functioning Iron Man Armor, the air force tasked Hammer Industries with supplying weapons. Harper was present as Justin Hammer gave his presentation. Hammer cycled through many weapons, but kept moving on as he did not see any emotion from Rhodes. Harper left part way through the presentation.[1]
