Vitor holds a PhD, MA and BA in Economics from PUC-Rio (2016), with split-site (sandwich) PhD at Stanford University. He has worked as director of evaluation at the Brazilian Ministry of Social Development (MDS) ,and has been working in several impact evaluations in the fields of education and social protection, spanning topics such as early childhood development, anti-dropout strategies for the youth, cash transfers and rural graduation programs. He is professor at the Masters on Monitoring and Evaluation at the National School of Public Administration (ENAP), in Brasilia, and is winner of the 2018 Haralambos Simeonides prize for best PhD thesis in economics.
