Rebel Farmers are rebelling peasants and escaped slaves from the United Cities who are angry about the brutality of the upper classes, or simply resorting to banditry to feed themselves. They can often be found hanging around empire lands, attacking slavers and other travelers on the roads and then retreating back to their camps.

Although their cause is just (given that they just want to be treated fairly and punish the ruthless nobility), many citizens and peasants of the empire have a hard time sympathizing with the Rebels, given that their banditry isn't exclusive to the upper class. Even the civilian AI reflects this lore, as depending on the civilian NPC, they either flee during the conflict or assist Empire Samurai in fighting the rebels (although the only civilian units that really fight the bandits are caravan or shop guards).

It appears that their cause for revolt has more to do with The Empire's nobility rather than the practice of slavery, seeing the Noble's decadence, cruelty, and oppression as a main cause for their suffering (and slavery being merely seen as the result of that tyranny). This can be seen in Boss Simion's comments of vexation with the Anti-Slavers, angered by the fact that they only focus on targeting slave caravans and not the true enemies to fight.

This is especially clear in the relation list of the Rebel Swordsmen, their upgraded version. While they are fully hostile towards the United Cities (-100), they are only half as antagonistic toward the Slave Traders (-50), who are ostensibly targeted for their predatory nature (just not as much as the nobles) and their ties to the UC. This is hard to tell in-game, however, since they otherwise function the same way, as factions are automatically hostile towards and attack one another once relations go below -30. It could be reasonably inferred that while they intend on destroying the remnants of the empire, the destruction of slavery in their land is more of a side objective.

If the United Cities are destabilized and weakened as a result of the deaths of certain key nobles, the Rebel Farmers will increase in number or be replaced by the higher quality Rebel Swordsmen.

Roaming Squads[]

The Rebel Farmers have different Squads roaming the world. By killing/kidnapping important United Cities Nobles, the Squads of Rebel Farmers will increase.

Killing/imprisoning Emperor Tengu will cause the Squads of Rebel Farmers to stop spawning in the Northeast desert region. Instead, they will be replaced by Rebel Swordsmen squads in the Northeast desert regions.

Killing/imprisoning Lady Merin will cause the Rebel Farmers squads to cease spawning in The Hook and be replaced by Rebel Swordsmen squads.

Alliances
Players can ally with the Rebel Farmers by talking to Boss Simion. This action causes the following relation changes:

Players who are already allied with the Anti Slavers can speak to Simion about alliances as well. Allying with the Rebel Farmers after allying with the Anti-Slavers causes these relation changes:

If the player is already an enemy of the United Cities, without being an ally of the Anti-Slavers, allying with the Rebel Farmers only causes these relation changes:

The 'enemy of the United Cities' alliance deal can also be triggered while carrying Lord Inaba, Lord Yoshinaga, Lady Sanda, Lady Tsugi, Lord Nagata, and Lord Ohta.
