Richard is a fictional character in the 1930s radio show The Time Ranger, repeated on Vice City Public Radio in 1984.
Richard is encountered when Ernest Keigel (The Time Ranger) travels to medieval England. Upon meeting each other, Richard informs the Time Ranger that "dragons roam the land, and we are all infested with clichés.", and that he likes torturing animals and slow kids. He also listens as the Time Ranger embarks on a monologue describing the future. Richard's mother later appears, and it is implied she is having a sexual relationship with the King. Despite apparently living in medieval England, both Richard and his mother have poorly-concealed American accents, hinting at the poor production values of the show.
He is voiced by James Ferrante.
