Paparazzi are NPCs appearing in various titles in the Grand Theft Auto series.
Description[]
Paparazzi are freelance photographers who specialise in celebrity exposé shots. In the GTA universes, they are generally depicted as minor Antagonists, usually having taken incriminating photographs of central characters or their associates.
Model variations[]
In the 3D Universe, they use generic pedestrian models, however dedicated models were introduced in The Ballad of Gay Tony and updated in Grand Theft Auto V and Grand Theft Auto Online.
The Ballad of Gay Tony[]
The model set m_y_paparazzi_01 contains three ethnic variations, one black, one Chinese and one white. Their voice line audio files use separate recordings for each race:

They can each spawn with our without facial hair. They are dressed in sneakers, jeans or cargo shorts, a collared, short-sleeved polo shirt over a long sleeved undershirt, usually with an optional photgraphers vest. Accessories can include a backwards cap and dark sunglasses. They can be wearing a Panoramic camera around their neck and a camera bag over their shoulder.
m_y_paparazzi_01.Grand Theft Auto V[]
There are three unique models for specific paparazzi, Beverly Felton (ig_beverly/cs_beverly), Madison Fox (u_m_y_paparazzi) and Madison's Associate (u_m_m_rivalpap).
Other paparazzi that appear utilize the a_m_m_paparazzi_01 model set. Similarly to The Ballad of Gay Tony, the generic models include black, Chinese and white model variants with multiple wardrobe variations.
Their wardrobe consists of jeans or cargo shorts, a t-shirt or long-sleeved collared shirt and a fedora or backwards cap. They have a variety of eyewear and can once again have a camera around their neck and a camera bag slung over their shoulder. The white model can spawn in a configuration that is almost identical to Madison Fox's unique model (apart from his torso wardrobe items).
In one game appearance, they do not use these models, instead using generic pedestrian models a_m_y_genstreet_02.

Grand Theft Auto Online usually utilises the same a_m_m_paparazzi_01 model set as GTA V.

Outside of their scripted appearances in missions, members of the paparazzi can be found in free roam at certain times of day outside notable celebrity destinations, including:

Randomly encountered paparazzi can be seen operating their cameras, but will not interact with the player.
Events of Grand Theft Auto III[]
Claude drops by Asuka Kasen's condo and finds a letter left by Asuka saying that a reporter has been spying on them and that she and Maria have taken a little holiday together until he is dealt with. Informed that the reporter is on the bay in a Speeder, Claude steals a Predator and starts chasing the target to kill him with the Predator's machine guns. If the paparazzo makes it to land, he will get in a Stallion and Claude will neeed to give chase.
Events of Grand Theft Auto: Chinatown Wars[]
Zhou Ming wishes to hold a private meeting with two Triads, about who will become the next boss of the Triad, but paparazzi are following him. Huang Lee is tasked with driving them in an Admiral to the meeting points, while killing the chasing paparazzi that take incriminating photos of Zhou.
Events of The Ballad of Gay Tony[]
Luis Fernando Lopez encounters members of the paparazzi on two occasions while performing management duties at Maisonette 9 in Liberty City. Firstly, they are found surrounding a PMP 600 occupied by closeted homosexual rapper and actor Clay "PG" Jackson and his partner Jacob outside Hercules. Luis must extricate them from the alleyway without harming any of the paparazzi and then escape without allowing them to take photos of the couple.
Later, Poppy Mitchell will be in the VIP area of Maisonette 9, reluctant to leave due to the hoardes of paparazzi outside the club entry. Luis gets a Fire Truck and sprays them with the water cannon to disperse them, again without seriously harming any of them, so Poppy can leave the club in peace.
Events of Grand Theft Auto V[]
Paparazzi play a central role in a series of Strangers and Freaks side missions for Franklin Clinton. He meets Beverly Felton and assists him in taking photos of Miranda Cowan doing drugs inside a Stretch and dealing with rival paparazzo Madison Fox and his associate, before helping Beverly get video of Poppy Mitchell and Justin having anal sex in The Gentry Manor Hotel yard. He then takes shots of Poppy being arrested for driving drunk and Princess Georgina buying drugs before confronting Beverly over his unpaid work.
Players can also encounter Lacey Jonas on Vinewood Boulevard, hiding from Paparazzi in an alleyway between Vinewood Video and Fred's Store. They can assist her to escape from the chasing paparazzi.
Outside these appearances, the generic paparazzi can be regularly found staking out celebrity locations in Los Santos.
Events of Grand Theft Auto Online[]
The generic paparazzi also regularly stake out the same locations as in GTA V.
In the After Hours nightclub update, they can be encountered when the player is tasked to collect Miranda Cowan to increase their club popularity. She will be posing for them when the player pulls up. They will also be staking out Tyler Dixon's house when the player has to pick him up.
Later, in the Diamond Casino Heist update, Yung Ancestor requests the GTA Online Protagonist's help after he was photographed at a party in his penthouse in The Diamond Casino & Resort by multiple paparazzi. The player must chase them down and destroy their cameras.
So, you heard of Kerry McIntosh? She needs us to tail this pap who's finally got their hands on a real money shot. Seems like she wanted to leak something, but she ended up leaking everything, ya feel me?
You job is to follow the pap back to the lockup and plant some motherfuckin' bombs in there. Might be over the top, but... shit, we wanna make sure the camera equipment is gone, gone, you feel me?”
In The Contract update, Franklin advises that Kerry McIntosh has been photographed and wants the evidence destroyed. The player tails a paparazzo to a lockup where they destroy the equipment.
In The Criminal Enterprises update, Tony Prince advises that paparazzi have been taking photos inside the player's Nightclubs and they need to recover the photos. They visit a paparazzo's apartment where they upload a virus created by Yohan Blair to wipe the cloud copies, only to find that the photographer is selling copies that are still on his camera. They procede to the scene of the deal and take the paparazzo out and destroy his camera.
