Milton Savanah is a character who can be heard on A History of Liberty City on CNT in The Lost and Damned.

Savanah is a historian, though A History of Liberty City labels him as an "emeritus professor of inappropriate opinions".
Events of The Lost and Damned[]
During part two of A History of Liberty City, Savanah is brought in to talk about Irish immigration to the United States during the years of the Irish Potato Famine. He claims that one-eighth of Ireland's population came to Liberty City in "oh, 15 minutes". According to Milton, local businessmen loved the sudden influx of Irish immigrants, as "finally they had found someone they could pay less than the blacks".
In the voice of a stereotypical oil tycoon, Milton later states that "anyone who badmouths politicians or big business has an agenda, be it liberals, usually drug users and open homosexuals, always unduly concerned about the truth."
While speaking about the market crash which affected Liberty City in 1857, Savanah comments that "those were truly grand times, when we let the weak die in the streets rather than prop them up - that's what America's all about."
At the end of part two, it is revealed that Milton suffers from angina, and begins having chest pain since he hasn't taken his medication yet. He makes racist remarks towards Jerome Pilchard, calling him "boy", and claiming he stole his medication from him "just to get high." A minute or so later, he has a heart attack and collapses, Jerome calling him an "ignorant cracker" in response.
