Governor Johnny Rotten is a character who is mentioned in Grand Theft Auto 2.

Background[]
Rotten was born February 23, 1938 in Salt Lake City, Utah, and he is most likely the governor of the Loonies gang due to the name and his police file being archived on the Loonies' file directory. He resides in the Loonies' asylum and had previously been in the medical profession. He takes various drugs, supplied to him by the Zaibatsu Corporation, and is known for abducting people that he finds unpleasant and putting them to work in the asylum.
He has been arrested on three occasions: The first time was in 1979 for illegal prescription of untested drugs, for which he received a one-year suspended jail sentence. In 1980, he was arrested for patient harassment and suspended from medical practice for three years, and in 1985, he was arrested for assaulting fellow doctors with a shotgun, but was later released on grounds of "diminished responsibility". He has a habit of singing opera over the asylum public address, testing new drug therapy on himself first and requesting the sublime and the ridiculous to help fulfill his unknown master plan. He uses a diverse drug treatments and hypnotherapy to control his mad men. Also, his girlfriend is described as a "self styled inflatable doll."
He also uses the pseudonyms "I Claudius" and "Jock Brown".
