He is a false-preacher (aka "a wolf in sheep's clothing") in the Jesus Saves churches around Anywhere City.

Events of Grand Theft Auto 2

Claude Speed occasionally pays $50.000 to Reverend Rooney at Jesus Saves churches to "save his soul", which is essentially the save system in the game. He is never seen physically or outside the church; however, he is heard presenting the gospel song "God Bless All The Universe" by Rev. Rooney & The Rocksta Choir on Heavenly Radio and Lithium FM.

He is absent in the Tarantula Studios port of GTA 2 for the Game Boy Color, as this version features different songs and a password save system.
