Background[]
Elmo is the leader of the Loonies, a pack of lunatics who runs the Sunnyside Asylum in the Downtown District of Anywhere City.

Green Phone Jobs[]
Elmo initially employs Claude Speed (whom he refers to as "Jumbo") to attack a Pizza Cake restaurant near City University for messing up his favorite food, which fails, as the explosives provided were not powerful enough. Elmo asks Claude to destroy one of their delivery vans instead, which he succeeds. He also asks him to destroy the Futuro FM radio transmitter at their headquarters in order to stop Zaibatsu's drug advertisements.
Yellow Phone Jobs[]
After earning enough respect from the Loonies, Claude is hired by Elmo to blow up the Yakuza-owned J-Lab, steal a Dementia Limousine from a police impound garage, and kill three Zaibatsu Corporation hitmen in an ambush.
Red Phone Jobs[]
Eventually, Elmo hires Claude to murder many taxi drivers around town and destroy three Taxis, as they refused to give Elmo a ride. Later, he hires Claude to slaughter three high-ranking members of both the Zaibatsu and Yakuza, causing a large-scale gang war between them.
Death[]
Unbeknownst to Elmo, Claude has been working behind his back this whole time, as he was hired by Yakuza boss Johnny Zoo and the Zaibatsu boss Trey Welsh. The Loonies owe the Yakuza large sums of money but Elmo refuses to pay. Claude, under orders of Johnny Zoo, destroys the Loonies "Happy Gas" tanks to send Elmo a message.
While working for the Yakuza, Claude stops Elmo's planned hit on Gama Rei, destroys a garage owned by the Loonies, and brings a group of Zaibatsu members to kill the Loonies in Fruitbat while working for Trey Welsh.
In addition, Claude was also killing Loonies to gain respect from the Zaibatsu and get more jobs from Trey Welsh.
Eventually, all three gang bosses, including Elmo, find out that Claude has been working behind their backs all along. They start hunting him around town and eventually find him. Elmo is last seen driving a black Dementia and using a Flamethrower against Claude. He is ultimately killed by either Claude Speed in self-defense or by his rival gang bosses.
