XChat Azure cannot load any color themes.

Colors -> "Load From File..." does not work, all theme files are greyed out, and "Open" button is grayed out for all themes

on macOS Mojave

agreed and confirm that issue,
try to instal to different folders and change file rights on disk
result is the same, app doesn't allow to open any .conf file, hct too
Open button is always grayed
macOS X Mojave, XChat Version 1.18.11 (1.18.11)
