Topology files are hex-encoded MPC topology configurations used by the Sprinter signing service.

On merge to main, configurations are automatically published to DigitalOcean Spaces:

• staging/ -> sprinter-signing-config/staging/
• production/ -> sprinter-signing-config/production/
