Configurable stability levels #34

We could generalize stability levels such that they can be defined in a project model by:

Name
Lifetime
Order of precedence

So here we might use wip, experimental, beta, ga, deprecated, sunset.
Elsewhere it might be edge, beta, candidate, stable, etc.
