I'm updating our lists of communication channels in
README.mdanddocs/COMMUNICATION.rst. I updated us from the old Jitsi room to the new Jitsi room (which we changed because the old one was having more frequent technical difficulties), and changed it from biweekly to weekly community meetings. I changed the Matrix link to be the one for openastronomy, and added the Discourse group. I'm hoping to make it more clear that the Matrix channel is the first place to go to join the conversation. I want to make the two files a bit more consistent with each other before merging.
