PPRZ Issue with simulaterd RC

Cannot move controls to a certain position before one switches the simulaterd RC Transmitter device to the ON state. This does not reflect a true RC, there one surly can move or set controls before switching it on. E.g. one can set the MODE to e.g. Auto2 before one switches the transmitter ON

TIP: To display this RC teranmitter in a sim remove the default ""--norc"" option

Fixing the issue is important in the sim since one can have e.g. flightplan blocks like:

While RCLost() wait and after that a block with on certain condition like If RC or Auto1 do X and If auto 2 go the aonther block. One has no option to set it like real lfe in sim because of this defect.

There are ofcourse numerous other scenarios where a Simmed RC TX should act like a real life RC TX.
