Is your feature request related to a problem? Please describe.
opentelemetry-collector image doesn't seem to be available on quay.io. With Docker limits, there are certain times where getting the image from docker gets challenging.

Describe the solution you'd like
To host the opentelemetry-collector image on quay.io, if possible. We'd like to see the opentelemetry-collector image available on quay.io where there are no restrictions on pull limits, and provides additional availability for product groups leveraging otel.

We also release images on ghcr.io. Does this help you avoid the Docker limits or is there any advantage to using quay.io specifically?

We are seeking a solution that permits unauthenticated pulls, enabling on-demand access to images without the hassle of logging into various providers. While ghcr.io requires authentication for image pulls, quay.io allows unauthenticated pulls.
