Rename 'useCache' to 'buildCache'
bc7c7d9 
 - when 'buildCache' is true, uses fs driver for cache
 - when 'buildCache' is false, uses memory driver for cache

I'm also interested in the current state of this PR.

As described in #2260, this is especially desirable when pointing to external sources using non-FS storage drivers such as github, where the use of build-time content renders unstorage's ttl option completely useless.
