Summary

Currently Matomo cloud subscriptions will track up to 3 forms automatically by default. The only way to stop a form from being re-added (if deleted) is to 'archive' the form, which then still contributes to the overall 'form quota' usage for the subscription.

In Matomo On-Premise there is the option to disable auto form tracking via the UI. Could a similar option be implemented into Matomo Cloud? This option is found in On-Premise from Administration(cog icon) > System > General Settings > Form Analytics.
