Create a linter to make sure that we always use youtube-nocookie links for embeds

I mentioned that we could add a linter in https://github.com/simplabs/simplabs.github.io/pull/1528 

I just wanted to create the issue so that we at least have a chance to not add a regression accidentally in the future &#128077;
