Is your feature request related to a problem?/Why is this needed

We need to annotate deployments to enable VPA on our clusters. We are using Workload Autoscaler Feature of Cast.ai (https://docs.cast.ai/docs/workload-autoscaling-configuration#configuration-via-annotations).

Would it be possible to add this in helm values like it is done for labels - https://github.com/kubernetes-sigs/aws-efs-csi-driver/blob/master/charts/aws-efs-csi-driver/templates/controller-deployment.yaml#L7
