Describe the bug

When creating a new organization using the Admin UI, the Create organization page shows only the Name as a required field, but if you only provide the name and hit Save, the UI shows this error: 'Could not save the organization: You must provide at least one domain`, indicating that the domain is required even though the field is marked as a required field in the UI.

Creat organization screen should show the Domain field as required

Actual behavior

Domain field is not marked as required, and yet any attempt to create an org without the domain results in an error message

How to Reproduce?

Enabled orgs for the realm, go to Organization and try to create an org without a domain.
