The transaction 2198 never makes it to the ledger.

• It diffuses to all 100 nodes.
• It makes it into a single IB, 2259-node-35-0.
• That IB diffuses to all 100 nodes.
• That IB never makes it to an EB.
• No EB is created for pipeline 229.

Shouldn't the IB be included in a later pipeline? or is the config.yaml not configured for that?
