Publish .jar on Maven Central #59

It would be nice if, when a release is created, the .jar artefact were uploaded to Maven Central. GitHub provides documentation on how to do this.

Then, external users who'd like to integrate the RDAP Conformance Tool into their systems could incorporate it with ease.
