When scitokens keycache fix is available, back out changes from #498 #510
Description
When this ticket (scitokens/scitokens#188) is closed, and the fix contained therein is released to EPEL:
- Upgrade the scitokens library requirement in the RPM and
- Back out the changes we made in Empty scitokens keycache file breaks jobsub commands #498 to work around this issue
