Describe the bug
Pinning Steam to Taskbar works fine but using Steam from the taskbar does not work. It doesn't start up Steam, also (after manually start up Steam through Start Menu) does not bring Steam up after closing Steam window (not minimized). However if only minimized Steam then clicking on Steam icon in taskbar does bring it up again.

To Reproduce
Steps to reproduce the behavior:

1. Pin Steam on Taskbar
2. Click on Steam icon on Taskbar
3. Does not work

Expected behavior
Start Steam from the Taskbar. Clicking on Steam icon in taskbar bring Steam up if its already running
