Already-applied changes are not reverted if the PR files are reverted #1661
Description
- open PR and change something in one of the modules to trigger a plan
- see correct digger plan with the change
- run digger apply
- revert the changed files in the PR and push
- expected: digger plan should show the change made in step 1 reverted. actual: no detected changes in that module
