[Bug]: retroarch unable access config file #10

Prerequisites
- I have written a descriptive issue title.
- I have searched all issues/PRs to ensure it has not already been reported or fixed.
- I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour
To retroarch access or create retroarch.cfg.
Steps to Reproduce
Install retroarch dev from the detain bucket, open retroarch and it throws an error: "[config]: config directory not set, cannot save configuration"Possible Solution
It seems that the installer creates a retroarch.cfg (and content_favorites.lpl & content_history.lpl) but in format of a folder which the program cannot access it.
I'm not a programmer myself but since the extras bucket version of retroarch this problem doesn't occur maybe the solution is in the "pre_install" property.
Deleting the retroarch.cfg folder fixes the problem.
