Buildah Just wont cache to Github Actions Runner #5664

Context:
I am using buildah v1.32, can using Github Arc runners to build CI jobs in a kubernetes pod. The OS version of ARC runner is Ubuntu 22.04

When I use --cache-to :


      - name: Buildah build and push 
        run: |
              sudo buildah build \
              --layers \
               --cache-from type=local,src=/tmp/.cache/pip \
               --cache-to type=local,src=/tmp/.cache/pip \
              --build-arg APP_ENV=${{ matrix.env }} \
              -t ${{ steps.docker_meta.outputs.tags }} . && \
              sudo buildah push ${{ steps.docker_meta.outputs.tags }}

it says:
unknown flag: --cache-to

But when I remove --cache-to and try to build the image like:


      - name: Buildah build and push 
        run: |
              sudo buildah build \
              --layers \
               --cache-from type=local,src=/tmp/.cache/pip \
              --build-arg APP_ENV=${{ matrix.env }}
              -t ${{ steps.docker_meta.outputs.tags }} . && \
              sudo buildah push ${{ steps.docker_meta.outputs.tags }}

It doesnt cache the intermediate docker image layers at all in my github actions cache
