Describe the bug
Connextscan and Connext UI can’t load information to show on the website because Cartographer DB is down with the following error
API https://postgrest.mainnet.connext.ninja/transfers
returns error json:
connection to server at \"rds-postgres-cartographer-replica-mainnet.cue0xo6l6n49.us-east-2.rds.amazonaws.com\" (172.17.2.38), port 5432 failed: Connection refused\n\tIs the server running on that host and accepting TCP/IP connections?\n
