Indic Font Ligature Rendering #14569

Description
Ligatures don't seem to render properly for some scripts. I have specifically tested with Devanagari, an Indic script, though the problem may also exist for other scripts that heavily use ligatures. I've tested on Lubuntu 17.04, Lubuntu 18.04 and Windows 10.
Steps to Reproduce
In the Wikipedia search bar, type क + ् + र (0x915 + 0x94D + 0x930)
