Make Real-time reporting API opt-in not seller-dependent for buyers #1277

Hello,

At the moment, opt-in for real-time reporting API has to go through seller auction configuration. This makes it a bit more difficult for buyers, including us, to enable the API and start receiving reports, as we depend on sellers and whether they would prioritize this ask.

We understand the considerations that led to this design choice the considerations that led to this design choice. We would be in favour of enabling the reports for buyers by default, as is the case with Private Aggregation API where sending reports does not need to be enabled by sellers.

If avoiding wasted bandwidth is a concern, could you consider a way for buyers to indicate opt-in without going through the sellers? Maybe through a field in the interest groups?
